Summary You will serve as an ENGINEER in the Rapid Mission Integration & Interoperability Department (MX), Advanced Emso Applied Research & Rapid Capabilities Division (MXN), Intelligence Systems Branch (MXNP) of NAVAL SURFACE WARFARE CENTER. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-14 Step 10 (currently $163,514). Responsibilities You will serve as the overarching Senior Program Integrator and authoritative Subject Matter Expert (SME) bridging technical and programmatic execution. You will serve as a primary agent for organizational advancement, pioneering and directing strategic initiatives to enhance SIGINT and ISR capabilities for Special Operations Forces. You will drive the full lifecycle of complex, niche technical programs from conception through USSOCOM J8-O validation and deployment. You will provide executive-level leadership, orchestration, and mentorship to cross-functional teams of government, civilian, and industry personnel. You will foster a culture of scientific rigor, continuous process optimization, and professional growth. You will exercise senior-level operational oversight by directing all programmatic resources, funding, and full lifecycle financial management. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer demonstrating engineering leadership in the development, integration, or test and evaluation (T&E) of tactical Signals Intelligence (SIGINT), Electronic Warfare (EW), or Intelligence, Surveillance, and Reconnaissance (ISR) systems; leading multidisciplinary technical teams; and managing technical program resources, budgets, or acquisition requirements. Education Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
