The position is 100% on‑site. Essential Duties and Responsibilities Conduct assessments and engage with wide-ranging stakeholders (e.g., U.S. government agencies and offices, regional and multilateral officials, other donors, local leaders, academics, non-governmental organizations) to identify critical needs and gaps in foreign assistance activities supporting U.S. policy priorities. Collect, track, and maintain information (data collected from implementers, site visits, global community of interest, U.S. government interagency, evaluations and other sources while conducting business) for AF on foreign assistance programs funded by the United States and other international partners to achieve U.S. policy objectives. Advise AF, U.S. embassies, and other State Department offices on approaches and strategies for best using U.S. foreign assistance to achieve U.S. policy objectives. Assess gaps, make recommendations, and support the management of new foreign assistance initiatives to address these gaps and to strengthen alignment to the Administration’s policy priorities. Review of draft Statements of Work and other program materials as necessary with a focus on strategic and country-level performance indicators and alignment to strategic policy priorities and/or strategies. Work with AF and other U.S. government stakeholders as well as other international donors and organizations to develop structures and processes to better synchronize ongoing and future foreign assistance efforts. Develop and coordinate frameworks to enhance AF/A’s tracking, understanding, and feedback on the use and progress of foreign assistance meeting Administration’s policy objectives and improve the efficiency and effectiveness of U.S. foreign assistance. Provide relevant information [CP30.1]to inform AF/A-drafted material for public affairs, Congressional engagement, and internal and external meetings relating to foreign assistance and the Department’s associated efforts to achieve the Administration’s policy objectives. Coordinate and convene working level country and other planning meetings to facilitate AF policy updates to foreign assistance stakeholders and for an exchange on relevant foreign assistance lines of effort. Collect data, maintain files, and prepare periodic reports, in coordination with AF Front Office, AF offices, U.S. embassies and interagency partners, on the status of Department foreign assistance efforts to meet country policy objectives. Research and provide updates to AF on global best practices and initiatives related to security, non-security, and humanitarian programming, including regional initiatives. Serve on task forces and support special events organized by the Bureau of African Affairs, to include those on foreign assistance and/or regional initiatives. Support AF/A knowledge management efforts to capture, organize, and share a comprehensive understanding of U.S. foreign assistance in sub‑Saharan Africa. Travel, as directed, to Africa, or within CONUS performing coordination visits, program support, conferences, meetings, training, or other needs deemed necessary by the office leadership and approved by the COR. Education and Qualifications Must be a U.S. citizen and possess or be able to obtain a Secret clearance. Preference will be given to those with active security clearance. Master’s Degree and three (3) years of relevant professional experience; Bachelor’s Degree and five (5) years of relevant professional experience; or High School Diploma or equivalent and nine (9) years of relevant professional experience At least five (5) years of supporting the administration and management of programs, preferably related to Sub‑Saharan Africa At least three (3) years of experience in intra-Department and/or U.S. interagency coordination on foreign assistance issues to support Administration priorities in Sub‑Saharan Africa At least three (3) years of experience working with the Department of State and other U.S. government agencies (e.g., the Department of War (DoW) on Sub-Sharan Africa issues Demonstrated knowledge of political, economic, and humanitarian dynamics affecting cooperation and challenges in sub‑Saharan Africa Demonstrated proficiency with Microsoft Office and related data processing systems PCI Federal (PCIF) and its subsidiaries are an equal‑opportunity employer.
