Shift Engineer First Class

Primary Duties Log/Record/Report building abnormalities and respond to all requests in order of priority. Make adjustments and perform repairs on ventilation, refrigeration, and heating equipment and components. Determine when auxiliary system components need to be brought "on-line" to maximize equipment load balance and to maintain acceptable indoor environmental conditions. Perform minor repairs to mechanical, plumbing, electrical controls, Pneumatic Tube, and components of heating and air-conditioning systems with auxiliary support equipment. Plant Inspections Conduct physical inspections of steam pressure reducing stations, main and auxiliary pumps, and perform such tasks as oiling and greasing, testing for refrigerant leaks, and proper functioning of controls. Include inspection, testing, and repair of equipment for correct and efficient operation of all building systems. Control Room Activities Monitor Building automation system, UPS, Generators, Pneumatic Tube system, Fire Alarm Systems, Elevators, MedGas Notification Systems for abnormalities and perform minor repairs and troubleshooting. Ensure the proper functioning of fire protection systems: (Arming and disarming of fire alarm system devices, draining and filling of sprinklers for construction projects including service calls for repairs). Maintain daily logs of operation, maintenance and safety activities, including DCRA regulatory logs for compliance. Accountable for shift activities, emergencies, and dealing with events effectively with limited support and or supervision from management. As required direct, coordinate and provide technical guidance of activities performed by facility staff, contractors and equipment specialist engaged in corrective service for resolution. In the absence of qualified Tradesman, the shift engineers will perform all duties as needed to preserve patient safety, comfort and/or compliance. Logging, monitoring all items housed within control room: Including but not limited to Keys/Radio's and CMMS equipment. Be on-call in a rotational basis and fill in for emergency call-outs as required. Responds to all hospital emergencies of any nature which includes but not limited to leaks, fire alarms, odors, snow removal, etc. Performs other related duties, as assigned. Customer Service To include but not limited to: Occupant complaints, customer follow-up, heating, air-conditioning, humidity factors, plumbing, electrical or water intrusions. Answer phones, radios, and speak to all staff, patients, and contractors in a courteous professional manner following the expectations of Children's National Hospital core values. Physical And Other Requirements This position must hold a valid driver’s license and the ability to operate hospital vehicles. This may include picking up parts, snow removal, and driving to Children’s National Hospital extended campuses. Minimum Education High School Diploma or GED HS diploma, GED or equivalent required (Required) Minimum Work Experience Trade or Tech School in HVAC or Refrigeration (Preferred) 5 years of related and progressive experience, with 2 years’ experience operating computerized building automation systems. A minimum of 2 years of prior experience as a 1st Class DC Engineer in a large facility similar in the size and scope of (750,000+ square feet). Working knowledge of all applicable EPA & OSHA standards related to the position. (Required) 3 years of healthcare experience within an acute care and research hospital. (Preferred) Required Skills/Knowledge Must have in-depth skill and knowledge in HVAC systems and the ability to perform preventive/corrective maintenance on all operational and mechanical equipment along with the knowledge to operate related mechanical/electrical equipment and machinery is required. Must have Building Automation and Floor level network operation training such as Pneumatic Controls, Siemens Apogee/Niagara/Tridium, Johnson, Metasys, Auto Logic or other Automation controls. Familiarity with automated work order systems. PC operation systems and mobile work entry devices. Knowledge of Intranet Microsoft Office Suites (Word, Excel) and utilizing E-mails, calculator and copy machines. Frequently bend/stoop, sit, stand/walk and reach; lift, carry, push, pull >40 Required Licenses And Certifications Must possess an active 1st Class Steam Engineering license for the District of Columbia, and valid Universal CFC certification. (Required) Must hold a valid drivers license. (Required) Functional Accountabilities Monitor Control Room activities during shift; decide when to switch, change or reset the computer monitored system in case of emergencies to accommodate continuous services. Monitor all Building Systems for normal and abnormal conditions and take corrective measures to re-establish proper functioning of building operations. Systems include but not limited to: Building automation system, Generator Monitoringsystem, Pneumatic Tube system, Fire Alarm/Sprinkler Systems, Elevators, MedGas Notification Systems etc. Drain, fill, and respond to issues with fire sprinkler/suppression systems. Ensure essential systems are properly functioning by walking through the Hospital at least once each shift to check and record reading on gauges, dials, lights, meters, alarms, levers, switches and any other devices that regulate the equipment. Provide support services for all buildings, maintain and update logs and entering of service request into CMMS(Computer Maintenance Management System) Formulate work orders for onsite maintenance staff or building service vendors Ability to read Building Maps/Blueprints Answer Phones, Radio and Emails. Analysis/Documentation Run and analyze daily documented summaries of the building operating systems to determine their status. Document trends in equipment performance and recommend corrective action or replacement. Document all abnormal on-site and extended campus events in within shift Situation Report(SITREP). Emergency Response/Member of Emergency Team In emergencies and/or crisis situations with any essential utility , coordinate the proper response required to bring system back into operational status. Respond to all hospital emergencies to include but not limited to: Fire alarms, fire sprinkler, water leaks, power outages, elevator entrapments, and weather related issues. Act a member of the internal and external disaster team. Operate Building Automation Systems Operate, diagnose and monitor all building automation systems to include Main and Extended Campus locations. Assist with Pm Maintenance team tasks by utilizing Building Automation to stop/start/disable/lockout systems. Acknowledge, log, act, diagnose, ticket, track, and clear Building Automation alarms Keys, radio, mobile electronic devices and vehicle use by Contractors/CNH Employees Maintain the logging and retrieval process for keys, two-way radios and hospital-owned electronic devices or vehicles to building contractors and Hospital personnel. Make sure purchase orders and reports are legible, accurate, complete and on time. Code Compliance/Safety Make sure all work is completed within code by the governing body having jurisdiction. Establish and ensure compliance with work schedules. Insure DCRA Logs and rounds are completed per established guidelines. Utilize Lock-out tag-out and OSHA safety protocols Corrective and Preventive Maintenance Perform corrective maintenance on equipment in accordance with manufacturer specifications. Perform preventive maintenance of mechanical/electrical systems in accordance with manufacturer specifications. Troubleshoot mechanical/electrical systems or equipment to determine functional problems and makes repairs as needed. Maintain corrective tickets. PM cards, project sheets and keep the status white board up-to-date. Perform corrective maintenance on Pneumatic Tube System as required Address and close out Preventive/Corrective Maintenance tickets as assigned. Quality Assurance / Customer Service Take the initiative to identify and report deficiencies in the physical plant of the hospital. Diagnose and resolve trouble ticket/work orders thoroughly until completed. When necessary, routinely follow up with manager to communicate or request assistance in order to complete work orders. Follow up with requestor during and at the completion of a work order to ensure problem has been corrected.
