General Manager II Location: 921 Howard Street, San Francisco, CA 94103. Position: Full‑time, Day Shift. Salary: $37.83–$41.17 per hour. Reports to Property Supervisor. Summary Under the direction of the Property Supervisor, the General Manager II is responsible for the overall operation of a multi‑family property serving extremely and very low‑income tenants, including formerly homeless families and disabled adults. The role oversees day‑to‑day operations, maintains a supportive environment for residents, ensures sound fiscal management, keeps the building and grounds well‑maintained, manages onsite staff and their duties, and supervises vendors. Responsibilities Building Operations and Supervision Manage building operations, supervising the Assistant Manager, Maintenance III, and vendor or temporary personnel to ensure completion and quality of work. Ensure that all property staff adhere to TNDC policies and procedures and respond to resident requests or complaints in a timely, efficient, and courteous manner. Supervise and schedule routine and preventive maintenance and custodial work; conduct follow‑up inspections. Develop and maintain an emergency plan, respond promptly to site emergencies, and forward incident reports to the Property Supervisor within 24 hours. Attend professional, community, departmental, and regulatory meetings as needed. Perform additional activities or tasks assigned by the Property Supervisor to ensure the viable operation of the property. Maintain high occupancy levels and ensure units are leased according to TNDC standards. Actively market units in accordance with an approved marketing plan and all regulatory requirements. Maintain Waiting List protocol in accordance with TNDC policy and applicable regulations. Review completed rental applications and leases for accuracy, completeness, and compliance with TNDC Resident Selection Policy. Conduct unit tours and applicant interviews, including income verification per policy and program requirements. Walk vacant units after maintenance or vendor work to ensure readiness; conduct daily inspections of common areas, landscaping, laundry, etc. Ensure timely completion of work orders and turnover of vacant units. Finance Adhere to all accounting and reporting procedures required by TNDC. Monitor the building’s financial condition, prepare expenditures, and participate in budget planning. Review delinquent accounts and resident receivables; determine collection actions in consultation with the Property Supervisor. Collect rents and other monies, processing all transactions accurately in OneSite, and complete daily deposits. Tenant Relations Exercise common sense, good judgment, consistency, and self‑control in day‑to‑day interactions with residents and prospective applicants. Perform annual or more frequent unit inspections and follow up on housekeeping, work orders, and maintenance charge‑backs. Maintain amiable relationships with all residents while adhering to Fair Housing, Equal Employment, and Equal Housing Opportunity requirements. Compliance Process, complete, and maintain accurate resident files at move‑in and each recertification within established regulatory guidelines. Ensure compliance with regulatory requirements, posting all licenses, permits, notices, and occupancy permits, and submitting accurate reports timely. Maintain HUD, Tax Credit, and MOH program compliance. Apply property rules and regulations, lease addenda, and report all violations consistently. Manage resident evictions in compliance with court orders, TNDC legal counsel, and the Property Supervisor’s approval. Qualifications Required Skills Ability, sensitivity, and willingness to work with a diverse, low‑income, multi‑ethnic population. Sound judgment, excellent assessment, problem‑solving, and supervision skills. Dependability, initiative, and follow‑through. Effective writing, communication, and organizational skills. Ability to respond appropriately in pressure situations, maintaining an even temperament and strong people skills with a commitment to customer service. Ability to interact effectively with property management and other staff; to work well in teams. Minimum Qualifications Associate degree, certificate of completion from a trade school, or three or more years of related experience and/or training, or an equivalent combination of education and experience. Minimum of one year of progressive operations and management experience. Minimum of one year of supervisory experience. Proficiency in Microsoft Word and Excel. Training and experience in multiple regulatory programs: HUD and Tax Credit programs. Knowledge of residential property management, building systems, and housing quality standards. Strong organizational skills. Preferred Qualifications Certified HUD or Tax Credit Specialist. Familiarity with the Tenderloin Neighborhood. Knowledge of homelessness and substance abuse issues. Demonstrated knowledge of and understanding of budget management and facilities issues. Experience with OneSite property management software or comparable software.
