What is this career opportunity?

The Department of Administration's State Procurement Services Division is looking for a Procurement Officer who solves problems and communicates exceptionally well to support the Department of Public Health and Human Services (DPHHS).

The State of Montana recently implemented a centralized procurement model built around an enterprise procurement team plus agency-based staff who work alongside the agencies they serve. In this role, you'll be a Department of Administration employee located at DPHHS, providing procurement support directly to the department. You'll be one of six procurement officers reporting to the DPHHS procurement supervisor.

You would play a key role in ensuring procurements and contracts are completed accurately, efficiently, and in accordance with applicable laws, policies, procedures, and funding requirements. This position mentor's DPHHS staff in procurement procedures, conducts solicitations for goods and services, and provides contract oversight and management of all assigned and on-going contracts.

If you have good judgment, organizational skills, and the ability to explain complex procurement and contracting requirements to a wide range of internal stakeholders you should apply! We are interested in an individual that is experienced in procurement but also open to someone that is passionate about learning and growing in this role.

In this position you will be afforded the opportunity to telework, however there will be required weekly in office day(s) in Helena. Specific conditions will be outlined as part of the job offer and must adhere to state policy.

What are we looking for?

Education and Experience:

Bachelor's degree in Business, Public Administration, Communication, or related field; OR

Associate degree in Business Public Administration, Communication, or related field and two years' experience in technical writing, research, or project management; OR

Alternate combinations of education and experience will be considered on a case-by-case basis.

Competencies:

Ability to:

Deliver outstanding customer service

Conduct research, system analysis, and data gathering analysis

Learn the theory, principles, practices and techniques of government contracting

Learn the State of Montana's procurement process, administrative rules, and federal procurement rules and laws

Work and effectively communicate with diverse levels of management and stakeholders

Establish objectives and priorities based on goals and general direction provided by management

Identify problems, emerging issues and trends, and establish strategies to address them

Mediate and resolve disputes

Work independently with minimal supervision

Prioritize and manage multiple projects and manage time effectively
