Utility System Repairer-Operator

Overview This position is located in the Utility Shop, Facility Operations and Maintenance Branch of the District of Columbia National Guard at Joint Base Andrews, MD. The Facility Operations and Maintenance Branch provides maintenance and repair services for 53 facilities at 3 sites across 104 acres of licensed real property. Employees must be able to obtain a secret security clearance and have a valid driver’s license. The position description details the specialized experience requirements, skills, knowledge, and abilities to repair and operate one or more utility systems including air conditioning, heating, water, sewage, electricity generation and distribution. The work requires starting, stopping, and regulating utilities for optimum efficiency and troubleshooting, maintenance and repair. The incumbent must know the locations and functions of all equipment and the materials used for repairs. This position provides journeyman level Utilities Systems Repairer and Operator work and includes checks, tests, adjustments, and troubleshooting to determine the need for repair or operation. Location: Joint Base Andrews, Andrews AFB MD Tour of Duty: TBD Major Duties Installs, operates, repairs and modifies oil- and gas-fired heating plant equipment for facilities on Joint Base Andrews, including component parts and elements. Plans installation considering problems peculiar to boiler or furnace types and related equipment. Adjusts and balances components and controls to achieve maximum operating efficiency in line with energy conservation policies and safety standards. Maintains low pressure steam boilers and distribution systems and hot water boilers and distribution systems. Installs, repairs, maintains and operates refrigeration and air conditioning equipment with electric, electronic, and pneumatic controls. Systems provide cooling, humidifying, dehumidifying, filtering, and purifying functions for spaces such as hangars, warehouses, office buildings, computer server rooms, flight simulators, and secure vaults. Installs, operates, repairs and modifies industrial, horizontal rotary and commercial oil burners, space heaters and circulating pumps. Replaces flues, baffles, breechings and smoke pipes; levels and seals boiler joints; installs and repairs refractory linings; checks doors and baffle placement; installs repairs and modifies roof jacks and chimneys. Installs and repairs various burner components and safety devices, pumps, valves, sensors, and auxiliary equipment. Installs, maintains, adjusts and calibrates instruments and controls for heating systems (gauges, meters, thermometers, controls, safety valves, etc.). Uses test equipment to trace circuits and locate problems. Performs other related duties as assigned. Qualifications Able to apply broad trade knowledge of air conditioning, electrical, plumbing, and mechanical principles. Able to read and interpret gauges and monitoring equipment to evaluate equipment status and determine corrective actions to maintain functioning safely and efficiently. Working knowledge of air conditioning equipment components and their locations (e.g., compressors, condensers, pumps, controls, thermostats, etc.). Knowledge of refrigeration and air conditioning theory and principles and their component systems. Ability to use measuring instruments and testing equipment; ability to use power and hand tools, including pipefitting tools. Other Requirements Working on a military installation requires the ability to obtain a secret security clearance and a valid driver’s license throughout employment. Incumbent may be required to operate a motor vehicle for snow removal in winter months. Incumbent is subject to emergency calls seven days a week, 24 hours a day. Working Environment Work is performed inside and outside in all kinds of weather and around equipment that is dirty, dusty, and greasy. Repairs and installations may occur in areas with fumes.
