Department of Public Works Supervisor

Street Division – Vacancy Current vacancy is in the Streets Division of the Department of Public Works. Posting will remain open until sufficient applications are received. Under general supervision, the incumbent supervises and reviews the work of others in the care, maintenance, and repair of streets, parks, facilities, and equipment or in the collection of residential, industrial and commercial waste and recycled materials. The supervisor plans, prioritizes, and assigns work to staff, reviews performance, determines training needs, estimates time, materials, and equipment required for jobs, requisitions materials and supplies, maintains inventory and maintenance records, and oversees snow removal, leaf operations, flood control operations, or other public work operations assigned by the Director of Public Works or his/her designee. The supervisor participates in staff training, motivates and evaluates personnel, verifies the work of personnel for accuracy and compliance with standards, ensures adherence to safe work practices, and takes or recommends disciplinary action when required. The incumbent investigates accidents, theft, and vandalism, enforces safety requirements, prepares reports, makes recommendations for procedural changes, and responds to user inquiries orally and in writing in a courteous manner. Incumbents may be required to perform additional related duties. This is a HMEA union position and is overtime eligible per the collective bargaining agreement. Distinguishing Characteristics Employees at this level manage and supervise, plan, prioritize, assign work, train and evaluate workers, and may participate in the more skilled areas of the work being performed. Physical Demands and Working Conditions Work may be performed in a field environment with some travel, exposure to hazardous traffic conditions, and all weather conditions. Employees may be required to wear protective gear, work with hazardous materials and power equipment, be exposed to noise, dust, fumes, noxious odors, and gases, lift and carry items weighing up to 50 pounds, and work extended hours including evenings and weekends or be called back to work. Assessment The examination will consist of a rating of your training and experience as contained in your application and may also include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. Knowledge Required Procedures, materials, equipment and methods used for road and parks construction, maintenance and repair; facilities maintenance and repair; equipment maintenance and repair; or solid waste collection and recycling. Equipment (heavy or light) and trucks and the maintenance and repair of all equipment (heavy or light), including vehicles and heavy trucks. Safety practices in the operation of all equipment (heavy or light), including vehicles and heavy trucks. Techniques, methods, materials, tools and equipment used to operate and maintain and repair flood control equipment may be required for some assignments. Principles and practices of effective supervision. Abilities Required Plan, schedule, coordinate and adjust to unscheduled operation changes. Maintain records of work activities and prepare reports, communicate effectively orally and in writing and operate computers and use a variety of software. Establish and maintain effective working relationships with co-workers and managers. Enforce safety standards and procedures. Qualifications High school diploma or G.E.D. (college level coursework preferred) and a minimum of three (3) years of direct supervisory experience in a Public Works related field. OR High school diploma or G.E.D. (college level coursework preferred) and three (3) years of experience in one or more of the following classifications in the City of Hartford Department of Public Works: Team Leader, Maintainer IV, Electrician II, Lead Mason, Lead Carpenter, or Principal Engineering Technician. Licenses, Certifications, and Special Requirements Must possess at least one of the following certifications: Connecticut pesticide applicator license with insecticide, herbicide, and fungicide endorsements; National Institute of Automotive Services Master Technician certification; Road Master certification. Hiring Process Physical examination administered by a City physician. Drug and alcohol screening. Background check. Probation: 3–12 months.
