The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The Position The Program Coordinator will provide supervision and oversight of the Fremont Family Resource Center (FRC) Volunteer Income Tax Assistance Program (VITA). In addition, this position will be responsible for overall FRC communications, marketing, and event planning. This position will be required to work a varied work schedule which will include weekdays, evenings, and Saturdays.

Program Coordinator Class Specification Essential Functions
Program Assignment:
• Serves as a member of a departmental team providing programs and services designed to improve the quality of life of City residents.
• Administers one or more program areas.
• Assumes direct responsibility for program design and implementation.
• Oversees day-to-day program operations.
• Conducts meetings with community groups, employers, service providers and/or members of the community.
• Serves as liaison to citizen advisory bodies.
• Manages fee collections and deposits.
• Develops and implements program market strategies including print media and public events.
• Coordinates programs with community service providers.
• Performs outreach/public-speaking activities to promote program(s) in the community.
• Maintains program documentation.
• Assists with set up of facility.
• Assists in instances where citizens slip or fall.
• Prepares written and statistical reports.
• Supervises service and/or clerical staff, interns and volunteers.
• Participates in meetings as required within department, senior center and city. Facility Assignment:
• In absence of manager, oversees facility operations.
• Schedules program events.
• In absence of manager, arranges facility and grounds maintenance and repairs with appropriate City staff or outside vendor(s).

Minimum Qualifications
Knowledge, Skills and Abilities Knowledge of: The techniques and methodology of educational, social service, and recreational program design, development, and administration; manual and automated record keeping systems; needs assessment and program evaluation practices and techniques; local and/or regional resources available to meet the needs of the targeted population; the principles and practices of program administration and budgeting; cost center budgeting; practices and techniques used to hire and train staff and volunteers; practices of supervision; program marketing and public relations techniques; the preparation of written and verbal reports. Ability to: Plan, organize, and implement assigned programs; gather data and report customer satisfaction feedback; determine and implement the appropriate course of action in emergency or stressful situations; develop and maintain effective working relationships with other staff, agencies, service providers, and institutions; participate in the development and implementation of operational policies and procedures; assist staff, interns and volunteers in establishing effective relationships with clients from a variety of socioeconomic and ethnic backgrounds and age groups; evaluate staff effectiveness and prepare performance appraisals; work independently; prepare concise narrative and statistical reports and evaluations, using appropriate word processing and spreadsheet technology; communicate effectively both verbally and in writing. Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position. Education/Experience Any combination of education and/or experience that has provided the knowledge and abilities necessary for satisfactory job performance would be qualifying. undergraduate school at an accredited college or university with course work in recreation, social services, or a related field and three years of experience in programs for youth, elderly, or families; OR Training and experience equivalent to five years of municipal community services employment in programming for youth, elderly, or families. Two years supervisory experience is desirable. Licenses/Certificates/Special Requirements Position incumbents may be required to work other than normal office hours. Examples of Duties
- VITA program design and implementation. Duties include, but not limited to:
- Ensure VITA site compliance as outlined by the IRS.
- Manage and update calendaring system.
- Manage day-to-day operations of VITA site(s) to include set-up (moving furniture, setting up laptops and printers, preparing food, clean-up, and washing dishes). Must have the ability to lift up to 50 pounds with help from other staff.
- Meet with VITA coaches to develop, coordinate, and deliver training curriculum.
- Maintain program documentation and write reports.
- Recruit volunteers and attend county-wide meetings as appropriate.
- Serve as marketing, communication, and service integration lead for the Fremont Family Resource Center. Must be comfortable with public speaking, creating and delivering presentations.
- Plan, coordinate, and implement the Fremont Family Resource Center annual Day Away Conference and other FRC events.
