The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Associate Financial Analyst (Financial Examiner 2 Non Perm) position. This role is within the Company Supervision Division and is based out of our Tumwater Office.

About the Position
The Washington State Office of the Insurance Commissioner (OIC) protects consumers, the public interest, and Washingtons economy through fair and efficient regulation of the insurance industry. Our Company Supervision Division plays a critical role in that mission by evaluating the financial health and stability of insurers and other regulated entitiesand taking action when needed to help ensure they can meet their obligations to consumers.
The Financial Analysis Team is looking for an Associate Financial Analyst (Financial Examiner 2) who knows how to look beyond the numbers. This is a role for a financial professional who enjoys analyzing financial statements, evaluating risk, identifying trends, and asking the questions that uncover what the numbers really mean.
Youll apply your accounting and auditing expertise to examine insurance company financial filings, assess financial condition and risk, evaluate compliance with regulatory requirements, and develop recommendations that support sound regulatory decisions. Youll work alongside experienced financial examiners and collaborate with regulators, legal professionals, and industry representatives across Washington and the country.

This is a Washington General Service position. The monthly salary range for this position is $5,928 - $7,973.
This is a Non-Permanent position with a duration of 6 months from start date.

The duties of the position include but are not limited to:
- Analyze the financial condition of insurance companies and other regulated entities to identify financial risks, trends, and regulatory compliance issues.
- Review financial statements, regulatory filings, and supporting documentation to assess organizational solvency and ability to meet obligations to consumers.
- Prepare written financial analyses, risk assessments, and recommendations that support regulatory oversight and decision-making.
- Monitor assigned insurers and regulated entities, identifying emerging concerns and recommending appropriate supervisory or enforcement actions.
- Communicate findings and collaborate with internal staff, legal counsel, and state and national insurance regulators to support coordinated oversight activities.
- Review annual reports for Charitable Gift Annuity issuers and other regulated entities to ensure compliance with Washington laws and regulations.
- Maintain accurate case files, analysis documentation, and regulatory records using agency databases and audit software.
- Stay current on insurance regulations, financial analysis standards, and industry trends through ongoing training and professional development.

Required Qualifications :

Six (6) years* of qualifying professional experience in accounting or auditing. Qualifying professional experience is defined as experience as an analyst/examiner/auditor preparing, evaluating, auditing financial statements (e.g. balance sheet, income statement, cash flow, etc.) in a regulated or professional environment.
AND
-
Successful completion of 20 quarter or 12 semester hours in accounting, finance, economics, or insurance. Professional experience may not substitute for the credit hours.
AND

Basic skills with Microsoft Office Suite and Adobe Acrobat.

Preferred/Desired Qualifications:

A Bachelors or Masters degree with major study in finance, business administration, economics, or accounting.

An active Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State.

A designation of Accredited Financial Examiner (AFE) or Certified Financial Examiner (CFE) in an insurance discipline as granted by the Society of Financial Examiners (SOFE).

Intermediate skills with Microsoft Office Suite and Adobe Acrobat.
