Position Description
Leads a crew of transportation maintenance technicians and equipment operators performing skilled transportation maintenance activities. Reports to a maintenance section supervisor and assists in administration of the maintenance section. Work requires responding to emergency notification on an as needed basis. Work requires contact with private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Essential Duties:
- Assists during accidents and emergency weather situations to sand bridges and roads and put up warning signs, and organize response of crews.
- Estimates and gathers materials and equipment necessary to complete assignments.
- Inspects roads while en route to and from job site and reports problems to supervisors.
- Inspects work performed by maintenance contractors.
- Maintains records on materials and equipment used and employee time sheets.
- Monitors materials testing and inventory of roadway maintenance materials.
- Operates light and heavy equipment.
- Performs some maintenance and repair on equipment and trains crew members on the use of equipment.
- Serves as a lead worker by scheduling daily work assignments; serving as a resource for complex questions and troubleshooting of problems; presenting operational updates to the supervisor; providing input on team members' career conversations; and approving leave requests to ensure operational coverage.
- Performs other job responsibilities as assigned.
Minimum Qualifications:
Education: High School Grad or Equivalent in general education.
Experience: 5 years experience in roadway maintenance related work. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle. Must have a Class "A" Commercial Driver's License (CDL) or have obtained a Class "A" CDL, within 120 calendar days from date of employment.

Competencies:
Extensive knowledge of: Methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work. The Texas Manual on Uniform Traffic Control Devices
Considerable knowledge of: Incident management procedures Inventory/stock control procedures Applicable industry safety standards, guidelines, and specification codes
Proficient skill in: Operating light and heavy highway equipment Leading, assigning, reviewing, and monitoring the work of others Coordinating labor, materials, and equipment Maintaining a safe and effective working relationship with others Maintaining a safe working environment
Physical Requirements and Working Conditions:
Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour

Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
Standing-prolonged periods of time
Walking-moving on foot to accomplish tasks: long distance/from one work site to another

Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
Visual Acuity-operate motor vehicles and/or heavy equipment

Conditions of Employment:

Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. Please note that the Department of Transportation's Drug and Alcohol Testing Regulation 49 CFR Part 40, at 40.151(e) does not authorize "medical marijuana" under a state law to be a valid medical explanation for a positive drug test result for an employee in this position. Must be able to report for duty when of notified on a 24-hour basis to respond to emergency situations.
