Salary Range $62,811 - $70,662 Deadline Until filled This position is eligible for telework, which is currently one day per week. Job Summary The Performance and Strategy Analyst Level I supports the Office of Consolidated Pensions by driving operational excellence, elevating performance measurement, and advancing strategic modernization initiatives across pension operations. This role builds the analytical foundation for performance management by developing key performance indicators (KPIs) and objectives and key results (OKRs), creating data-driven tools such as Power BI dashboards, and supporting process improvement efforts. This level focuses on strengthening day‑to‑day operational insight, enabling efficient decision‑making, and enhancing the member experience through accurate, timely, and measurable service delivery. Across both levels, the Performance and Strategy Analyst exists to provide the analytical, performance‑management, and strategic support required for a modern, high‑performing pension function. Examples of duties include designing new analytical frameworks—such as a suite of Power BI dashboards covering monthly pension inceptions, benefit calculations, retroactive payments, death benefits, Tier 6 member data, and disability retirement processing—and ensuring these tools draw directly from PeopleSoft where possible. The role also contributes to defining and tracking KPIs and/or OKRs to benchmark and continually improve pension operations. Responsibilities Develops and maintains performance measurement frameworks (Key Performance Indicators and Objectives and Key Results) to monitor operational efficiency and strategic progress, ensuring leadership has actionable insights for decision‑making. Leads the creation and continuous improvement of the Operations Playbook by documenting core pension processes and workflows to standardize practices and support organizational modernization. Coordinates and tracks strategic technology enhancements, including targeted PeopleSoft improvements such as end‑to‑end workflow for pension inceptions, to expand automation and improve the member experience. Designs and produces monthly and quarterly performance dashboards and reports to provide transparency on operational outcomes and progress toward strategic objectives. Supports organizational decision‑making by developing and managing a lightweight, repeatable decision framework that accelerates approvals and ensures decisions are data‑driven and documented for accountability Conducts process mapping and analysis to identify bottlenecks and recommend improvements that reduce cycle times, enhance accuracy, and strengthen compliance. Prepares benchmarking readiness materials, including cost‑per‑member and service‑level metrics, to position the organization for participation in CEM global pension benchmarking and other industry best‑practice comparisons. Facilitates and supports team workshops focused on agile practices, trust‑building, and integration planning to foster a culture of continuous improvement and collaboration. Performs other duties as assigned Complies with all policies and standards May be required to work hours outside regular work hours, as applicable Observes the work performed by contractors, as applicable Reviews invoices and approves them if the work has contractual standards, as applicable Addresses performance issues with the contractor when possible, as applicable Escalates issues to other parties when needed, as applicable Required Knowledge/Skills/Abilities Knowledge of data analysis concepts, performance measurement practices, and basic process‑improvement methodologies, with the ability to apply these skills to public pension operations. Working knowledge of pension plan member data or other public‑sector benefits data, including understanding data structures, data quality considerations, and operational workflows. Skill in analyzing operational data related to public pension administration, such as benefit processing timelines, member transactions, and service‑delivery metrics. Proficiency with Power BI, including the ability to build dashboards, create visualizations, and connect to enterprise data sources such as PeopleSoft. Ability to interpret complex operational information and translate it into clear dashboards, reports, and recommendations that support decision‑making. Strong analytical, critical‑thinking, and problem‑solving skills, with the ability to identify inefficiencies and propose solutions. Ability to learn and apply new concepts related to public pension operations, external benchmarking, performance frameworks (KPIs/OKRs), and modernization practices. Strong communication and collaboration skills, including the ability to work across teams, gather requirements, and present findings to leadership. Ability to work independently, manage competing priorities, and pursue assigned analysis or improvement initiatives with minimal supervision. Curiosity, initiative, and the willingness to develop deeper subject‑matter expertise in pension operations over time. Required Education And Experience Bachelor’s Degree in Arts/Sciences (BA/BS) Minimum 1 year of experience. The role is designed for an early‑career analyst who can apply strong analytical skills immediately while developing deeper expertise in pension operations over time. The Following Is/are Preferred Minimum 1 year of experience supporting data analysis, operational reporting, or process‑improvement activities in a professional, internship, or academic setting. Minimum 1 year practical experience working with pension plan member data or other public‑sector benefits data is preferred, including exposure to data validation, workflow analysis, or service‑delivery metrics. Minimum 1 year experience analyzing public pension plan operational data—such as member transactions, benefit processing timelines, or workload volumes—and translating those insights into dashboards or structured reports is highly valuable. Minimum 1 year of proficiency building Power BI dashboards, particularly using PeopleSoft or similar enterprise systems as data sources, is strongly preferred.
