Human Resources Manager

Scion Staffing has been engaged to conduct a search for a Human Resources Manager for a growing, mission-driven organization focused on high-quality education and training. This is a full-time, onsite opportunity in Torrance, California, working Monday-Friday, 9:00 AM-5:00 PM.

POSITION OVERVIEW:


The Human Resources Manager will lead day-to-day people operations, payroll administration, benefits, recruiting, onboarding, employee relations, and performance management across a growing organization. Reporting to the Chief of Staff, this individual will serve as the primary liaison with the organization's Professional Employer Organization (PEO) and ensure accurate, compliant, and consistent HR practices. RESPONSIBILITIES:

• Serve as the primary administrator and liaison for the organization's PEO, HRIS, payroll, and timekeeping systems while maintaining accurate and compliant employee records.
• Manage payroll administration, including auditing timecards and PTO, reconciling payroll data, reviewing deductions and contributions, and resolving discrepancies with the PEO and internal stakeholders.
• Administer employee benefits programs, including new-hire enrollment, open enrollment, qualifying life events, employee communications, and compliance requirements.
• Manage full-cycle recruiting and structured onboarding, including job postings, candidate screening, interview coordination, hiring documentation, and new-hire integration.
• Lead and support performance management and employee relations processes, including review cycles, manager guidance, policy interpretation, corrective actions, and appropriate documentation.
• Partner with leadership on employee engagement, training and development, company-wide programs, and the continued development of HR processes and systems that support organizational growth.

QUALIFICATIONS:

• Progressive, hands-on experience across Human Resources, People Operations, payroll administration, and the employee lifecycle, including multi-state payroll and benefits administration.
• Experience working within a PEO model and with full-service HR/payroll platforms such as Engage PEO, Insperity, ADP, or similar systems; experience with Zoho People or similar HRIS platforms is a plus.
• Strong working knowledge of federal and state employment laws, wage and hour regulations, FLSA compliance, payroll tax requirements, and benefits administration.
• Demonstrated experience with recruiting, onboarding, performance management, employee relations, payroll auditing, and maintaining accurate and confidential employment documentation.
• Strong organizational, project management, and communication skills with the ability to manage competing priorities, exercise discretion, and collaborate effectively with employees and leadership.

COMPENSATION AND BENEFITS:


This full-time opportunity offers a competitive salary range of $110,000-$120,000, dependent on experience and qualifications.
