Engineer IV

The mission of the Engineer IV is to serve as the senior technical and client leader for the Utility practice in either our Charlotte or Asheville offices - building and maintaining relationships with North Carolina clients, leading the delivery of quality engineering and design documents that are constructable and meet the critical success factors defined for each project, and developing the staff necessary to meet the client needs in the region.

The essential functions of the Engineer are to:

Client Perspective:

This perspective focuses on the individual's relationships with clients. It includes metrics such as client satisfaction with your services, personal satisfaction with your relationships, and retention rates of your relationships. 1. Serve as a primary point of contact for utility clients, building long-term relationships and trust.
2. Attend client and public meetings – days or nights.
3. Support business development staff to develop projects in North Carolina, including identifying opportunities, attending meetings with existing or prospective clients, and assisting in the development of proposals and statements of qualifications.
4. Represent Three Notch Group in professional and community organizations (e.g., NC AWWA-WEA, NC League of Municipalities) as needed to strengthen the firm's utility presence in the region.

1. Direct and review the use of computer assisted engineering and design software and equipment to prepare engineering plans and reports.
2. Assist in managing and observing construction progress in accordance to Contract Documents.
3. Participate in the quality assurance/quality control (QA/QC) for projects as defined in the Practice's or Project's quality control plan.
4. Define problems, collect data, establish facts, and draw valid conclusions.
5. Read, analyze, and interpret engineering and construction documents, professional journals, technical procedures, and governmental regulations.
6. Lead the preparation or modification of reports, specifications, plans, construction documents, studies, permits, and designs for various water and wastewater projects.
7. Assist and/or develop opinions or probable construction costs for various projects.
8. Exercise independent judgment and decision making on technical, staffing, and client matters, coordinating with the Practice Leader and/or VP of North Carolina, as appropriate.
9. Recommend alterations to development and design to improve the quality of projects.
10. Prepare and/or review design computations, design documents, and quantity estimates.
11. Rely on instructions and pre-established guidelines to perform the functions of the job.
12. Follow policies and procedures set forth in the Employee Handbook.
13. Perform other duties as assigned.

1. Prepare or assist with the preparation of project scopes of work, fee estimates, schedules and other deliverables as required by the Project.
2. Communicate effectively with the Project team to ensure that budget and scheduling milestones are being met.
3. Efficiently manage time towards completion of assignments within schedule and budget.
4. Manage complex projects involving special skills and multi-disciplinary teams.
5. Successfully achieve the financial goals set forth for your position (quality work within project budgets, direct labor hours, etc.).

Qualifications:

• BS degree in civil, environmental, or related engineering discipline with 10 or more years of experience.
• 5 or more years of experience serving North Carolina clients (cities, counties, and/or water/sewer boards/authorities).
• Experience in designing and permitting water and wastewater projects, such as water treatment facilities, water distribution systems, booster stations, storage tanks, hydraulic modeling, wastewater treatment facilities, wastewater collection systems, lift stations, system master Planning. Experience in both water and wastewater is preferred.
• Demonstrated experience managing engineering projects, project teams and client relationships; experience leading an office group or team is preferred.
• Required: Registered Professional Engineer in North Carolina.
• Preferred: Working knowledge of NCDEQ permitting and funding programs (e.g., Division of Water Resources, Division of Water Infrastructure/SRF) and the local government approval processes.
• Preferred: Established relationships with municipal clients in the region and a track record of business development.
• Valid driver's license.

Skills:

• Excellent verbal and written communication skills.
• Excellent organizational and interpersonal skills.
• Basic level of computer-aided design using AutoCAD, Civil3D, and/or OpenRoads preferred.
• Proficient with Microsoft Office Suite or related software.

Physical Requirements:

• Prolonged periods sitting at a desk and working on a computer.
• Seeing, hearing, talking, standing, stooping, bending, walking, reading, and writing.
• Reaching with hands and arms.
• Ability to lift 25 lbs. or more.
• Ability to work extended hours at times.

Environment:

Predominantly office environment; regular local travel to client and project sites as well as some overnight travel is required
