DESCRIPTION OF WORK
This position coordinates labor relations activities and employee support programs for the center. It plays a key role in guiding supervisors, resolving issues, and ensuring fair and consistent application of policy. As a Human Resource Analyst 2, you will perform the following duties:
- Staff Oversight: Supervise timekeeping staff and function as the facility Time Advisor
- Leave Review: Review timekeeping procedures, resolve payroll issues, and train supervisors on leave processes
- Disciplinary Actions: Conduct investigations, guide supervisors, and ensure discipline is applied consistently with policy and contract language
- Grievance Management: Research cases, prepare responses, and present management positions in meetings and hearings
- Union Coordination: Lead labor management meetings, negotiate issues, and maintain productive relationships with union representatives
- Performance Support: Assist supervisors with employee performance reviews and improvement plans
Work Schedule and Additional Information:
- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You will not have the option to telework in this position.

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor's degree; or
- An equivalent combination of experience and training.

WORK BEHAVIOR 4 - TECHNICAL ASSISTANCE
Provides interpretation to supervisory and management personnel on collective bargaining agreement provisions. Briefs supervisors and managers on changes to collective bargaining agreements and memorandums of understanding. Provides advice, solutions, and options concerning labor/management issues such as misconduct in the workplace, work performance plans, sick leave abuse, and progressive discipline.
