Finance Manager

The Job

CONFIRE, JPA is seeking an experienced Finance Manager to oversee the Department's budget, fiscal operations, grants, and payroll functions. This position provides leadership in financial planning, fiscal control, policy development, and staff supervision, and supports executive leadership through financial analysis, reporting, and budgetary recommendations. Essential duties include managing and overseeing the fiscal, analytical, grants, and payroll activities of the Department, supervising and directing a subordinate staff, preparing detailed studies regarding department and division budgets, performing difficult analytical studies of organizational structures, systems, procedures, policies and practices, analyzing proposed and existing legislation and interpreting implications on operations and costs, assisting in the development of legislative recommendations and other appropriate actions, and preparing written reports and correspondence on a variety of administrative fiscal and budget items.

Minimum Requirements

Minimum requirements include a Bachelor's degree from an accredited college or university in finance, economics, accounting, public/business administration, behavioral/social science, or other relevant field, and three (3) years of professional-level work experience with primary responsibility for budgetary oversight, and analyzing, interpreting, and making recommendations to management utilizing budget/financial analysis of cost centers, organizational structure, contracts, indirect cost rate proposals, and/or grants.

Desired Qualifications

The ideal candidate will have extensive governmental budgeting and finance experience with the ability to understand and apply complex policies and procedures. Two years of supervisory experience. Experience in cost accounting and managing multiple funding streams.
