Data Administrator Division of Education Analytics & Resources, Bureau of Assessment & Accountability 25 Hall Street, Concord, NH 03301 $37.22/hour - $51.07/hour (full-time, 37.5 hours/week) Summary Performs and supervises the analysis, design, development, and translation of programming functions into information systems solutions supporting the state and federal assessment and accountability programs of the NH Department of Education, with responsibility for strategic planning, team leadership, and program oversight. Minimum Qualifications Bachelor's degree and 8 years of experience OR equivalent combination of 12 years of education and experience after high school; education and experience must be in computer science, computer programming, information technology, information systems, database management, or a related field. License/Certification: None Other Requirements: None Preferred Qualifications Demonstrated experience with database design, data warehousing, and data governance practices, including the ability to manage large, complex datasets and ensure data quality and integrity. Experience supporting or implementing state or federal reporting systems and requirements, including familiarity with programs such as EDFacts, CSPR, or ESSA accountability frameworks. Strong written and verbal communication skills, with the ability to translate complex technical concepts for non-technical stakeholders and leadership. Demonstrated project management experience, including coordinating cross-functional teams, managing timelines, and overseeing vendor deliverables. Knowledge of applicable state and federal laws, regulations, and policies related to education data, privacy, and reporting, including FERPA. Proven ability to supervise, mentor, and develop staff, including performance management, coaching, and team leadership. Responsibilities Develop policies, procedures, and standards for data management and governance, ensuring alignment with state and federal regulations and agency priorities. Ensure compliance by vendors engaged in providing direct services to the state, schools, and districts involving assessment and accountability; implement corrective actions in a timely manner. Supervise staff, including hiring, annual performance evaluations, disciplinary action, and professional development; establish team priorities and workload distribution. Oversee contractors supporting the Department’s assessment and accountability programs, ensuring high-quality deliverables, adherence to timelines, and alignment with agency requirements; provide input during contract development and contractor selection. Coordinate with technology and DoIT leads to define and execute database strategies, system enhancements, and solutions, ensuring successful implementation, integration, and ongoing monitoring of assessment and accountability data. Design, create, document, and review functional, system, and program specifications; validate and implement business rules for state and federal accountability programs. Provide training and technical support to Department staff and district/school administrative staff using formal instruction and hands‑on guidance; ensure staff readiness to effectively use data systems and tools. Develop, maintain, and administer programming structures necessary to implement business rules for school designations relative to academic and growth performance data and related federal and state indicators. Develop, maintain, and administer static data tables, including control tables, lookup tables, and school view tables; upload data into assessment results tables and generate aggregated datasets for reporting. Coordinate the design, implementation, and maintenance of database file structures and manage assessment and accountability data structures in the data warehouse, including data dictionary items related to assessment and accountability terms. Examine and clean data tables, databases, file structures, including views and procedures, eliminating redundant or obsolete data; implement continuous data quality improvement practices. Provide support for data management and reporting in compliance with multiple state and federal programs such as EDfacts, CSPR, and ESSA state school profiles.
