Job Description and Duties
The Cloud DevOps Engineer is responsible for designing, developing, automating, and securing cloud-based applications and infrastructure to ensure the delivery of highly available, scalable, and reliable systems. This role integrates software development, cloud architecture, infrastructure automation, CI/CD pipeline management, monitoring, and security to streamline application deployment and improve overall operational efficiency. The engineer supports the full application lifecycle, collaborating with development teams to plan architectures, write and maintain code, implement testing practices, and document designs to ensure long-term maintainability.
A key focus of the position is building and managing cloud environments using industry-standard tools and infrastructure-as-code methodologies. The engineer deploys secure and resilient cloud architectures, optimizes performance and resource utilization, and automates operational processes to reduce manual intervention and risk. Through strong DevOps practices, the engineer maintains CI/CD pipelines, supports containerized and microservices-based systems, and ensures consistent, reliable delivery workflows.
Reliability, security, and compliance are central to the role. The Cloud DevOps Engineer monitors system health, troubleshoots issues, participates in incident response, and contributes to disaster recovery planning. The engineer applies cloud security best practices, manages identity and access controls, addresses vulnerabilities, and supports regulatory requirements.
Through ongoing collaboration, documentation, and evaluation of emerging technologies, the Cloud DevOps Engineer drives continuous improvement and helps build a robust, future-ready cloud environment aligned with organizational goals.
In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. Working Conditions
Telework Information:
This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Three or more years of experience as a .NET / C# software engineer
- Three or more years of experience supporting cloud infrastructure and DevOps environments.
- Experience with cloud platforms such as Microsoft Azure
- Experience implementing CI/CD pipelines and deployment automation.
- Strong scripting and automation skills using PowerShell, Python, Bash, or similar languages.
- Experience with Git-based source control platforms.
- Strong troubleshooting and analytical skills.
- Cloud certifications (AWS, Azure, or Google Cloud).
- Experience supporting healthcare, financial, or other regulated environments.
- Knowledge of security frameworks and compliance requirements.
- Experience supporting cloud-hosted data platforms, analytics solutions, or enterprise applications.
