Professional Qualification Evaluator (PQE Analyst)

CSEngineering is seeking a Professional Qualification Evaluator to support a federal maritime credentialing program. The ideal candidate will bring Government-certified PQE training and demonstrated Level III evaluation proficiency to support the Professional Qualification Evaluation Branch (PQEB) in reviewing merchant mariner credential applications.

JOB RESPONSIBILITIES

• Evaluate mariner applications and supporting documentation for Merchant Mariner Credentials (MMCs) and endorsements in accordance with agency MMS documentation.
• Verify general application requirements, including fees and special/unique application types.
• Evaluate sea service, tonnage, routes served, training/course completion, and competence assessments.
• Verify professional, security, and regulatory qualification requirements and recommend Approve to Print, Approve to Test, or Awaiting Information dispositions.
• Determine when Additional Information (AI) or medical review is required.
• Document evaluation outcomes and pertinent data in agency credentialing databases.
• Maintain 80–87 units of work per pay period with a not-to-exceed (NTE) error rate of 9%.
• Complete assigned evaluations within 2 business days and proactively communicate delays.
• Maintain positive control of assigned files; locate/produce controlled files within 1 hour when requested.
• Participate in team and on-the-job (OJT) training and support quality control/quality assurance (QC/QA) activities.

REQUIRED QUALIFICATIONS

• Successful completion of Government-provided Level I, Level II, and Level III PQE training.
• Demonstrated Level III Professional Qualification Evaluator proficiency, substantiated by documented experience reviewing units of work with an error rate of less than 9%.
• Recent federal mariner credential evaluation experience strongly preferred, including familiarity with sea service, tonnage, routes, training/course completion, competence assessments, and credentialing workflows.
• Strong oral and written communication skills in English.
