Executive Director, Finance and Business Operations $186,624 to $231,192 Annually Under administrative direction, plans, directs, and provides strategic leadership for Los Angeles County Office of Education (LACOE) internal financial and business operations; implements fiscal policies, practices, and performance metrics to assess financial management and ensure long-term fiscal stability; evaluates and implements operational processes, practices, and systems that support organizational fiscal efficiency and alignment with LACOE’s Strategic Plan. Qualifications Knowledge Concepts, principles, practices, and techniques of financial management and business administration including accounting, auditing, budgeting, and internal controls Principles and practices of systems design, implementation, and management of integrated Enterprise Resource Planning (ERP) financial and accounting software State, federal, and local statutes, codes, rules, regulations and policies applicable to assigned areas of responsibility Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements Competencies Critical Thinking – Analytically and logically evaluating information, propositions, and claims Decision Making – Choosing optimal courses of action in a timely manner Legal & Regulatory Navigation – Understanding, interpreting, and ensuring compliance with laws and regulations Professional & Technical Expertise – Applying technical subject matter to the job Innovation – Imagining and devising new and better ways of doing things Customer Focus – Attending to the needs and expectation of customers Relationship Building – Establishing rapport and maintaining mutually productive relationships Developing Others – Supporting others to stretch and expand their capabilities Leadership – Guiding and encouraging others to accomplish a common goal Managing Performance – Ensuring superior individual and group performance Teamwork – Collaborating with others to achieve shared goals Business Process Analysis – Defining, assessing, and improving operational processes and workflow Organization Design & Structure – Establishing organizational structure and clarifying roles and responsibilities Political & Organizational Savvy – Working skillfully with politics, procedures, and protocols across organizational levels and boundaries Project Management – Planning and tracking projects to ensure they are on-time, on-budget, and achieve their objectives Strategic Perspective – Evaluating immediate actions in context of achieving long range objectives Cultural Proficiency – Modeling communication and interaction that respect and include all individuals and their languages, abilities, religions and cultures Required Education and Experience A bachelor’s degree in business administration, public administration, accounting, finance, or other field closely related to the job requirements of this classification from an institution of higher learning recognized by the Council for Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing. Seven years of experience overseeing financial and business operations in a public agency, including three years supervising staff responsible for the development, monitoring, and administration of budgets. A master’s degree in business administration, public administration, accounting, finance, or other fields closely related to the job requirements of this classification may substitute on a year-to-year basis for up to two years of the required general experience. Additional Requirements A valid California driver’s license and the ability of private transportation or the ability to obtain transportation between job sites is required. Hybrid remote schedules may be available. LACOE may require employees to provide evidence of full vaccination against COVID-19.
