Job Title: Engineer I, Engineer II, or Engineer III. Placement of the hired candidate will depend on qualifications. Reports to: Engineering Administrator FLSA Status: Exempt - Executive Classification: Personnel System - Requires satisfactory completion of a six-month probationary period Pay Grade: Engineer I-120; Engineer II-121; Engineer III-122 Safety Sensitive: Yes – subject to random drug testing per the Athens‑Clarke County Drug and Alcohol Ordinance Purpose of Job The purpose of this job is to perform administrative and supervisory functions associated with coordinating and managing Transportation and Public Works projects. Duties include coordinating and supervising section personnel, consultants, projects and activities; reviewing engineering projects; ensuring compliance with applicable codes; and performing additional tasks as required. Job Related Requirements May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others. When required to operate a vehicle, must ensure safety, readiness, and compliance with ACC’s safe driving policy. Emergency Position This position is designated as an emergency position that requires attendance at all types of emergency conditions (e.g., inclement weather, utility failure, fire, forced evacuation or as determined by the Manager). Engineer I ($61,332) High school diploma or equivalent required with four years of experience in engineering, construction, management, project management, design engineering, land development, stormwater, or pavement management; or equivalent combination of education, training, and experience. Must possess a valid driver’s license. One year of supervisory experience is preferred. International Municipal Association Level II certification in Sign and Marking, Traffic Signal Electronics, or Construction is preferred. Engineer II ($64,398) Bachelor’s Degree in Civil, Agriculture, or Environmental Engineering required with four years of relevant experience; or equivalent combination of education, training, and experience. Must possess a valid driver’s license. Two years of supervisory experience is preferred. Certificate as an Engineer – In – Training is required. International Municipal Association Level II certification in Sign and Marking, Traffic Signal Electronics, or Construction is preferred. Engineer III ($67,618) Bachelor’s Degree in Civil, Agriculture, or Environmental Engineering required with four years of relevant experience; or equivalent combination of education, training, and experience. Must possess a valid driver’s license. Professional Engineering (PE) is required. Two years of supervisory experience is preferred. Georgia Soil and Water Conservation Commission Level 1A or higher certification is preferred (Level II must be obtained within 6 months of hire). Responsibilities Supervise and evaluate assigned staff; handle employee concerns, direct work assignments, counsel, discipline, and complete performance appraisals. Direct project design(s) and production of plans, specifications, and necessary documents for Public Works projects. Prepare project estimates, status reports, and presentations. Direct inspection of projects for compliance with contract requirements and established standards. Attend division and department meetings to develop, plan, design, and assess funding and schedule projects. Assist in maintaining and administering departmental programs; lead development of departmental standards and specifications. Assist with preparation of technical reports and studies for approval by the Commission. Assist with reports, correspondence, forms, charts and other documentation; maintain records; provide information to the public. Perform other related duties as required. When Assigned to Construction Management Direct, manage, and plan reviews on assigned roadway and drainage maintenance and new capital improvement projects. Prepare or direct the preparation of construction cost estimates. Manage and direct staff through the bid and award phase; develop project-specific schedules; prepare bid solicitations. Conduct pre‑bid and pre‑construction conferences; evaluate proposals; negotiate terms; recommend awards; monitor project accounts and expenditures. Manage awarded contracts and delegate project coordination to staff. Review and approve contractor‑prepared project schedules; approve quantities for acceptance and payment. Process pay applications; submit certified pay applications for processing and payment; review all contract documents. Prepare correspondence to contractors, consultants, utility groups, and agencies. Track project schedule and progress; submit bi‑weekly updates to Engineering Administrator. Direct inspection of projects for compliance; prepare change orders; certify or reject work; administer closeout; assess liquidated damages; perform final inspection and approve final payment. Provide periodic reports on project schedules, challenges, and solutions. Respond to public and media inquiries regarding construction and project management activities. Make oral and written presentations to citizen groups, associations, County Manager’s Office, and the Mayor and Commission. Maintain departmental Construction Specifications and Documents; Bridge Inventory/Inspection Program; Assist in maintaining the Pavement Management Program. Knowledge, Skills and Abilities Knowledge of Athens‑Clarke County and Public Works operations, codes, regulations, and policies. Knowledge of land surveying, hydraulics, and construction cost estimation. Knowledge of hydrologic and hydraulic analysis software and standard office applications. Knowledge of scheduling and planning principles; civil engineering principles; construction materials and costs for roadway and drainage. Knowledge of reading and implementing plans, drawings, and specifications. Operational skill with utility vehicles and office equipment. Ability to keep abreast of policy changes, operations, budgets, and equipment needs. Organizational, management, human‑relations, and technical management skills. Ability to develop and administer policies, procedures, and plans; monitor subordinates; set priorities; resolve problems. Strong communication skills (oral and written) with staff, management, and the public. Analytical skills – use of statistical calculations and engineering tools. Proficiency in computer software relevant to the position. Physical Requirements Operate utility vehicles, computers, printers, calculators, copy machines, facsimiles, two‑way radios, and telephones. Perform walking, standing, bending, stooping, pushing, pulling, lifting up to 50 pounds occasionally; up to 20 pounds frequently. Conduct repetitive motions and maintain medium‑level physical demand. Other Aptitude Requirements Effective interpersonal communication; ability to give/receive directions. Data conception – ability to compare and judge functional characteristics. Language ability – read engineering publications, contracts, plans; prepare letters, memos, reports, and technical documents. Intelligence – learn complex principles; self‑directed decision making. Verbal aptitude – record and deliver information; follow instructions; communicate in technical contexts. Numerical aptitude – use formulas, percentages, graphs, algebra, trigonometry, and statistics. Form/spatial aptitude – inspect length, width, and shape; use equipment. Motor coordination – hand–eye coordination for equipment use. Manual dexterity – handle engineering, office, and drafting instruments. Color discrimination – differentiate colors and shades when required. Interpersonal temperament – adapt to moderate stress and emergencies.
