Job DescriptionEverforth ECS is seeking a Project Managerto work in an onsite capacity with primary duty located at the Pentagon in Arlington, VA. Note: This role is contingent upon additional funding. Everforth ECS is seeking a Project Manager to support a Department of War customer's Agentic Networks Mission Integrator effort. The Project Manager leads execution and synchronization of the 15-month Mission Integrator effort, ensuring personnel, priorities, activities, schedules, and deliverables remain aligned with Government objectives, operational command priorities, and engineering execution. The Project Manager serves as the primary management and coordination focal point across CDAO, supported Combatant Commands, mission users, engineering teams, platform and data owners, vendors, and other Government stakeholders.The Project Manager administratively leads the Intelligence/Targeting Team and coordinates closely with technical-assistance personnel. The Project Manager manages team priorities, assignments, resource alignment, risks, dependencies, actions, and recurring synchronization activities while ensuring mission requirements are translated into actionable engineering work, prioritized capability increments, testable user stories, and fieldable solutions.This position oversees preparation and timely delivery of required mission-initiation, status, governance, decision-support, requirements, backlog, integration, testing, fielding, and transition materials. The Project Manager also coordinates personnel and vendor onboarding, security processing, system access, Government-directed engagements, and routine travel to ensure the team remains operationally ready and responsive to evolving program requirements. Lead day-to-day execution and synchronization of the PSP2 Agentic Networks effort throughout the 15-month period of performance. Serve as the principal Contractor management interface with CDAO, supported Combatant Commands, Government leads, mission users, engineering teams, platform and data owners, vendors, and external stakeholders. Develop, maintain, and communicate an integrated program work plan, milestone schedule, deliverable calendar, staffing plan, engagement schedule, and resource-allocation approach. Administratively lead the Intelligence/Targeting and Joint Fires Mission Integrator Team, including assignment of responsibilities, workload balancing, priority alignment, performance monitoring, cross-team coordination, and continuity of operations. Coordinate with technical-assistance personnel to align mission requirements, engineering dependencies, environment readiness, testing, deployment, fielding, and initial operational-support activities. Support:Decomposition of operational mission needs into developer-consumable requirements, user stories, acceptance criteria, process maps, backlog items, and sequenced capability increments.Rapid reprioritization within scope as Government and Combatant Command requirements evolve, ensuring personnel and resources remain aligned with the highest-value delivery priorities.Facilitate backlog prioritization with Government leads based on mission value, operational urgency, technical dependencies, delivery sequencing, resource availability, and risk. Ensure:Team activities maintain traceability from Government operational objectives through technical implementation, test events, delivered capability increments, user validation, and transition.Recurring deliverables accurately address program progress, schedules, backlog status, requirements traceability, workflow development, data and platform integration, joint fires integration, governance, risks, dependencies, decisions, testing, fielding, and next-step recommendations.PSP2 activities remain aligned with applicable Joint Targeting Cycle processes, joint doctrine, intelligence-support practices, target-development standards, data-governance requirements, and Government-approved operational workflows.Human-machine teaming, human decision authority, compliance safeguards, auditability, release, classification, and operational-risk considerations are incorporated into program planning, requirements development, testing, and governance reviews.Customer visits, demonstrations, and fielding engagements produce documented actions, decisions, risks, requirements, technical findings, and follow-up activities that are actionable by the Government and development teams.Manage integrated risk, issue, action, dependency, decision, and suspense-date tracking across operational, technical, data, platform, vendor, security, and fielding workstreams. Identify emerging constraints, schedule impacts, resource conflicts, and critical dependencies; develop mitigation approaches and elevate issues requiring Government decisions or external action. Plan and lead recurring operational and technical synchronization events involving Government leads, operational users, Mission Integrators, engineers, vendors, platform owners, data owners, cybersecurity personnel, and other stakeholders. Prepare or oversee meeting agendas, read-aheads, decision-support materials, status briefings, meeting records, action trackers, risk and dependency logs, and monthly operational synchronization summaries. Capture decisions, action items, responsible parties, dependencies, risks, and suspense dates arising from meetings, demonstrations, test events, customer engagements, and fielding activities, and drive them to timely closure. Establish quality-control processes to ensure deliverables are accurate, internally consistent, technically actionable, responsive to Government direction, and submitted within required timelines. Coordinate:Preparation of the initial staffing, work plan, milestone schedule, stakeholder-coordination approach, mission-thread decomposition, and backlog-framing materials required at program initiation.Stakeholder alignment across entity-level target development, joint fires, dynamic targeting, maritime targeting, effects synchronization, platform integration, and downstream engineering activities.Personnel and vendor onboarding activities, including security-processing packages, credentialing, system and enclave access, accounts, facility access, Government-furnished equipment and information, and other operational-readiness dependencies.Monitor performance against Government standards, including acceptance of requirements for engineering execution, traceability between mission objectives and delivered capabilities, reduction of ambiguity and rework, timely delivery of synchronization materials, and responsiveness to changing operational needs. Synchronize operational test planning, mission-representative evaluation events, user acceptance activities, demonstrations, pilots, fielding events, and user-feedback collection with engineering schedules and command priorities. Support readiness assessments and transition planning for capabilities deployed across NIPR, SIPR, JWICS, and other Government-directed environments. Maintain visibility into personnel access, onboarding, travel, staffing, and technical-readiness issues that could affect performance, and coordinate resolution with Government and Contractor stakeholders. Plan and coordinate Government-directed engagements and routine travel to Combatant Commands, Service components, operational units, Government organizations, and vendor locations. Lead pre-visit integration planning, including definition of engagement objectives, identification of required participants, meeting sequencing, agenda development, read-ahead preparation, logistics coordination, technical discussion topics, and decision points. Provide clear and timely status reporting to Government and Contractor leadership regarding accomplishments, upcoming milestones, staffing, schedule health, technical and operational risks, dependencies, decisions, resource requirements, and recommended actions.Other duties, as assigned.Salary is commensurate with skillset, qualifications, experience, and educational background.Salary: $120,000-140,000General Description of BenefitsJob RequirementsU.S. Citizen. Five to eight years of relevant project or program management experience supporting complex Government, national-security, technology, mission-integration, or operational-capability efforts.Ability to work onsite at the Pentagon in Arlington, VA.Ability to attend meetings and program events in Fairfax, VA.Ability to travel <50% throughout the lifespan of the Program to CONUS / OCONUS customer sites and government installations.Experience leading multidisciplinary teams that include operational subject-matter experts, engineers, developers, architects, data personnel, platform owners, vendors, and Government stakeholders. Experience managing programs or projects in classified, multi-vendor, Government-led environments with evolving requirements and time-sensitive mission priorities. Familiarity with the Maven Smart System and comparable DoD and Intelligence Community mission platforms. Demonstrated ability to manage integrated schedules, milestones, staffing, resources, risks, issues, actions, dependencies, decisions, and deliverables across multiple concurrent workstreams. Experience developing and maintaining program work plans, milestone schedules, deliverable calendars, status reports, risk registers, action trackers, dependency logs, and decision-support materials. Experience supporting requirements decomposition, product-backlog development, backlog prioritization, user-story refinement, acceptance-criteria development, and requirements traceability. Understanding of Agile, product-management, DevSecOps, or iterative software-development practices and the relationship between operational requirements, engineering increments, testing, and fielding. Experience overseeing preparation and delivery of Government-required reports, briefings, program reviews, governance packages, decision materials, and contract deliverables. Ability to translate Government objectives and operational priorities into clear team assignments, execution plans, schedules, resource requirements, and measurable outcomes. Experience managing personnel onboarding, security processing, credentialing, account or system access, facility access, Government-furnished equipment or information, and related operational-readiness dependencies. Experience coordinating operational test, user acceptance, demonstration, pilot, deployment, fielding, transition, or sustainment activities. Ability to identify program risks and constraints, assess operational and schedule impacts, develop mitigation approaches, and elevate issues with clear recommendations and decision points. Strong leadership, personnel-management, organizational, analytical, problem-solving, and stakeholder-management skills. Strong written, verbal, briefing, and executive-communication skills, including the ability to communicate effectively with senior Government leaders, operational personnel, technical specialists, and business stakeholders. Ability to work independently, exercise sound judgment, manage competing priorities, and maintain accountability across geographically distributed teams. Proficiency with Microsoft Office applications, collaboration platforms, project-management tools, issue-tracking systems, document repositories, and standard Government staff-coordination tools.
