Summary The United States Attorney's Office for South Carolina's mission is to investigate, prosecute and deter violations of federal statutes, enforce and represent the interests of the United States in civil litigation, uphold civil, constitutional and victims' rights, and foster partnerships with other federal, state and local government agencies and community groups. This position is also being announced to all US Citizens and Nationals under 26‑SC‑13054099‑DE. Duties This Investigator conducts extraordinarily difficult and complex investigations of violations of the False Claims Act, as well as other civil enforcement actions within the jurisdiction of the United States Attorney's Office. If selected for this position, you will join a well-respected team that is responsible for providing Investigator support in the U.S. Attorney's Office, District of South Carolina, located in Columbia, South Carolina, focusing in the areas of civil investigations, affirmative civil enforcement. Typical Work Assignments Will Include Serving as lead agent in teams including investigators, auditors, and legal support staff from other law enforcement agencies. Coordinating large investigations with other federal or state agencies overseeing programs that receive federal funding to effectively prosecute civil enforcement actions. Planning and conducting extraordinarily complex and difficult civil, criminal, and fraud cases/investigations, most often of a confidential nature, involving target organizations with complex organizational structures, ownership and financial relations, and a large number of primary and subsidiary activities. Initiating contacts with federal, state and local officials and other organizations and individuals related to subject of investigation for the purpose of gathering facts, obtaining statements, learning sequences of events, obtaining explanations and otherwise advancing investigative objectives. Analyzing data, reports and other sources to identify possible subjects for investigation. Requirements Conditions of employment You must be a United States Citizen or National to apply for this position. Qualifications Minimum Qualifications: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying: To Qualify At The GS-13 Level, You Must Possess Specialized Experience: At least one year of specialized experience equivalent to the GS-12 level in the Federal service performing (obtained in either the public or private sectors) (4) of the (5) duties listed below: Applying laws, regulations, policies, and procedures sufficient to plan or conduct health program claims investigations or interviews; Leading or directing investigative teams to ensure compliance with applicable regulations; Providing analytical advice with respect to investigations and evidence to identify potential fraudulent behavior; Coordinating surveillance of suspects with appropriate law enforcement/investigative agencies; Utilizing office automation tools and applications for litigation support and trial presentation programs, to capture, review or organize data to present documentary evidence for use by attorneys in court. TIME-IN-GRADE REQUIREMENTS Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted; recommended SF-50s include promotions and step increases (within grade increases). Education This job does not have an education qualification requirement. Background Investigation To ensure the accomplishment of its mission, the Department of Justice requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for a clearance as a condition of placement in this Special Sensitive/High Risk position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.
