Deputy Director

Position Summary This position serves as both the Deputy Health Officer (DHO) and a Division Director for the Frederick County Health Department (FCHD), MD. The DHO provides direct medical care, oversees clinical and public health services, manages operational and programmatic functions, and supervises multiple divisions including the Health Care Connection, Preparedness and HIV Division, and the Community Health Services Division. Responsibilities Provide direct, hands‑on medical care at the Community Health Services Division tuberculosis clinic, including examination, diagnosis, and treatment. Supervise advanced practice clinicians who deliver care within the tuberculosis clinic. Serve as the physician executive responsible for program management and physician oversight of clinical and public health services, ensuring compliance with medical standards, public health regulations, laboratory regulations, and evidence‑based practices. Act as the designated physician backup to the Health Officer, exercising independent medical judgment during emergencies (infectious disease outbreaks, radiological events, etc.). Support the Health Officer in setting agency direction and managing operational and programmatic functions while supervising two divisions. Coordinate disaster relief services during emergencies, including potential night, weekend, and on‑call shifts; may work up to 2 days per week in hybrid telework. Minimum Qualifications Doctor of Medicine (MD) degree from an accredited institution. Valid license to practice medicine in the State of Maryland. Either (a) a master’s degree in public health and at least two years of public health experience, or (b) at least five years of experience in public health. Desired or Preferred Qualifications Minimum of 2 years of supervisory experience. Minimum of 2 years in state or local governmental public health practice. Experience providing clinical care to adults and children, specifically for tuberculosis clinic patients. Licenses, Registrations, and Certifications Must be licensed and registered with the Maryland Board of Physicians to practice medicine under Maryland State Law.
