Organization SMTC Title Analyst / Senior Analyst Location Syracuse, NY Posted 2026-07-14 Position Description Transportation / Geographic Information Systems (GIS) Analyst (Senior or Mid Level) The Syracuse Metropolitan Transportation Council (SMTC) seeks a Transportation Planning Analyst with an emphasis on Geographic Information Systems. The SMTC is the designated Metropolitan Planning Organization (MPO) for Onondaga County and small portions of Madison and Oswego Counties. The major work areas for this position include Geographic Information Systems (GIS), Adobe Creative Suite desktop publishing, and transportation/traffic analysis. The starting Salary will depend on the applicant’s credentials and experience with the position being filled at either the mid or senior level. Current Salary Ranges are: Transportation Analyst $74,067 - $81,831 Senior Transportation Analyst $76,335- $96,404 Qualifications Demonstrated knowledge of the principles, practices and techniques of transportation and land use planning and the municipal planning process, and knowledge of current planning trends. Traffic and Data Analysis: Familiarity with traffic analysis concepts and data will be beneficial. Proficient with collecting, cleaning, verifying, and analyzing traffic and demographic data. Working knowledge of some of the software relevant to transportation planning and how it is applied to projects is also a benefit (e.g., ArcGIS Pro & Online, Synchro, TransCAD, or similar software suites). Knowledge of data collection methods, applications, and technology such as GPS units, cameras, and tablets. Experience with creating maps, applications, dashboards, and surveys using ArcGIS Online. Proficiency with MS Excel and Word is expected; experience with MS Access or similar database software is desirable. Strong written and verbal communication skills, especially the ability to convey technical information and data in a way that is easily understood by a non-technical audience. Preferred candidates should have strong cartographic skills and ideally possess a basis level of user proficiency with Adobe Creative Suite/Cloud. Candidates with a demonstrated ability to create more advanced graphics, illustrations, and photo simulations, especially for transportation-related projects, in Illustrator and/or Photoshop, and the ability to complete reports in InDesign are highly desirable. For mid-level position, candidates should have some experience/familiarity with managing projects from scoping through completion.
