Salary Range: $120,000 - $135,000 annually

Lead Mission-Critical Operations Supporting a Federal Customer

Prime Response, Inc. (PRI) is seeking an experienced and dynamic Program and Site Manager to lead operations supporting a federal customer at Edwards Air Force Base, California.

This highly visible leadership position serves as PRI's primary on-site representative and is responsible for managing personnel, customer relationships, contract performance, operational execution, quality, compliance, safety, and continuous improvement across a diverse logistics and support services environment.

Key Responsibilities

Leadership & Customer Engagement

• Serve as PRI's primary on-site manager and customer-facing representative.
  
• Build and maintain strong relationships with government customers, stakeholders, and team members.
  
• Foster a culture of professionalism, accountability, teamwork, safety, and customer service.
  
• Communicate effectively with customers, employees, corporate leadership, and technical stakeholders.
  
• Lead recurring customer meetings, operational reviews, and performance discussions.
  

Program & Contract Management

• Manage day-to-day contract execution and overall program performance.
  
• Ensure compliance with contract requirements, quality standards, policies, and procedures.
  
• Establish priorities, manage competing demands, and ensure commitments are met.
  
• Monitor performance metrics, service delivery standards, and operational readiness.
  
• Maintain audit-ready records, documentation, reports, and deliverables.
  
• Support inspections, audits, quality reviews, investigations, and corrective actions.
  
• Ensure services are delivered safely, professionally, and in accordance with contractual requirements.
  

Workforce Leadership

• Lead, mentor, coach, and develop a high-performing workforce.
  
• Oversee staffing, scheduling, onboarding, training, qualifications, and workforce readiness.
  
• Promote employee engagement, professional growth, and accountability.
  
• Align personnel resources with mission priorities and customer requirements.
  
• Support recruiting, retention, succession planning, and workforce continuity efforts.
  

Operational Excellence

• Identify issues proactively and drive solutions through completion.
  
• Lead continuous improvement initiatives that improve quality, efficiency, compliance, and customer satisfaction.
  
• Analyze operational data, identify trends, and implement performance improvements.
  
• Coordinate resources across multiple functional areas to ensure mission success.
  
• Manage operational risks and support business continuity efforts.
  

Requirements

Preferred Experience

We are particularly interested in candidates who possess experience in one or more of the following areas:

• Program, project, site, operations, logistics, and contract management.
  
• Federal, military, aerospace, NASA, Department of Defense, or government support environments.
  
• Managing large teams and customer-facing operations.
  
• Performance-based service contracts and contractual performance standards.
  
• Quality assurance, quality control, corrective actions, and compliance management.
  
• Workforce management, staffing, training, and employee development.
  
• Operational oversight involving multiple functional disciplines.
  
• Process improvement initiatives, SOP development, and performance measurement programs.
  
• Logistics, supply chain management, warehousing, transportation, fleet management, shipping, property management, inventory control, materials management, or related operational functions.
  
• Multi-functional logistics organizations supporting complex mission requirements.
  
• Performance review processes, customer satisfaction programs, and contract oversight activities.
  

 

Qualifications

• Bachelor's degree in Business, Supply Chain Management, Logistics, Management, or a related field; or 15 years of equivalent professional experience .
  
• Significant experience in program management, operations management, logistics management, project management, or federal contract management.
  
• Demonstrated leadership experience managing personnel, resources, schedules, budgets, and operational priorities.
  
• Strong communication, customer service, organizational, and problem-solving skills.
  
• Proven ability to manage multiple priorities in a fast-paced operational environment.
  
• Experience analyzing performance data and implementing operational improvements.
  
• Ability to obtain and maintain a Secret Security Clearance, if required.
  
• Proficiency with Microsoft Office Suite and standard business systems.
