Facilities Supervisor

The Facilities Supervisor is accountable for the overall execution and performance of Guam Facilities Operations, ensuring company facilities, operational equipment, fuel delivery vehicles, bunkering operations, pipeline transfers, and maintenance activities are operated safely, efficiently, and in compliance with company and regulatory requirements. The incumbent leads a team responsible for maintenance execution, contractor management, asset reliability, operational readiness, and facilities support while ensuring business continuity, cost-effective operations, and achievement of operational performance objectives. The role exercises independent judgment in prioritizing operational activities, allocating resources, and resolving day-to-day operational issues while supporting the Operations Manager in achieving Supply & Operations objectives Responsibilities: The Employee will: HSSE and Compliance Ensure that there is an effective implementation of the company's Business Controls. This requires adherence to company policies, standards, guidelines and systems (procedures). Be actively involved in Terminal initiatives/programs and its implementation. This may be on HSSE, Road Transport, Engineering, Finance, People, etc. Effectively implement the HSSE-Management System for both the IP&E Terminal and Transport operations. Monitor and report on HSSE performance. Follow Incident/Near Miss Management Procedures. Comply with all legal and regulatory requirements, operating permits and licenses, industry standards and codes of practice and internal performance measures. Safeguard all company assets and facilities through effective maintenance to optimize its utilization. Participate in all audits of the IP&E Terminal, Government and 3rd Party Terminal. Maintain and update all work instructions and procedures related to Warehouse Operations, F3 Operations and management of operators and fleet mechanic and logistics support. Check that all documents are transmitted, filed properly. (i.e. easily retrievable) and updated according to the established procedure and regulations. Vehicle and Equipment Management Oversee Effective implementation of the Preventive Maintenance Plan for all trucks and maintain records of execution. Review the pre and post-trip inspection reports submitted by drivers and address concerns indicated in a timely manner and maintain records of execution. Schedule required maintenance work with third party providers including creation of PR/PO in NAV Respond to equipment breakdowns when they occur. Develop and execute long-term preventive and predictive maintenance strategies for company facilities, fuel delivery vehicles, operational equipment, pipelines, and terminal assets. Establish maintenance priorities based on operational risk, asset criticality, business impact, and lifecycle considerations. Monitor equipment performance, maintenance history, and reliability metrics to identify improvement opportunities. Lead asset lifecycle planning, including refurbishment, replacement planning, and capital improvement recommendations. Evaluate equipment utilization and recommend initiatives that improve asset availability while reducing downtime. Coordinate major maintenance activities to minimize operational disruptions. Serve as the primary contract administrator for third-party maintenance providers. Monitor contractor performance against safety, quality, schedule, and cost expectations. Evaluate contractor effectiveness and recommend improvements to maintenance delivery. Develop contractor performance metrics and service standards. Operation Excellence Lead continuous improvement initiatives related to facilities, fleet maintenance, and operational support. Analyze maintenance trends, failure data, and operating costs to identify opportunities for increased reliability and reduced maintenance expense. Develop standardized maintenance practices across facilities and operational assets. Identify opportunities for automation, digital maintenance tools, and process optimization. Benchmark maintenance performance against industry best practices and implement improvements where appropriate. Exercise independent judgment in resolving operational issues affecting facilities, fleet, and maintenance activities. Prioritize operational work based on safety, business continuity, customer commitments, and operational risk. Escalate significant operational risks and resource requirements to the Operations Manager. People Management Support Guam Operations Manager for the career development of staff, through participation in learning interventions, cross function trainings and upskilling. Provide manpower for back-up support for road transport operations as needed. Lead, coach, direct, assign, and evaluate the performance of maintenance personnel, operators, fleet mechanics, and logistics support staff. Establish performance expectations and hold employees accountable for operational, safety, and service objectives. Conduct performance discussions and support employee development planning. Manage workforce scheduling, workload allocation, overtime utilization, and operational coverage. Foster a high-performance culture focused on accountability, teamwork, safety, and continuous improvement. Provide technical leadership on complex maintenance and operational issues. Liaise, develop and maintain rapport with other staff, customers, community and government. Make certain that staff has the right access to Company system, taking in consideration the job requirement and limitation of the system. Exercise administrative functions on all subordinates. Financial Management Develop annual operating forecasts for facilities operations. Monitor operating expenditures and ensure activities remain within approved budgets. Review maintenance expenditures and identify opportunities for improved cost efficiency. Approve operational purchases within delegated authority. Recommend capital improvements and maintenance investments Cross-Functional Leadership Serve as the operational liaison between Engineering, Terminal Operations, Road Transport, Commercial, Procurement, and third-party maintenance providers. Lead cross-functional initiatives that improve operational reliability and asset performance. Provide technical expertise during operational projects involving facility upgrades, equipment replacement, and infrastructure improvements. Knowledge, Skills and Abilities: Education: Completion of a bachelor's degree at an accredited college or university, or five years related experience and/or training; or equivalent combination of education and experience. Five years of related experience.
