Addictions Program Specialist 2

The Addictions Program Specialist 2 will review complaints and conduct investigations to determine the validity of complaints made against OASAS credentialing addiction professionals and applicants-in-process. Routine travel, including overnights, is required. Responsibilities include but are not limited to:

• Under the direction of the Supervising Investigator, gather data and conduct fact-finding interviews to assess complaints received;
• Prepare investigative plans and conduct investigations of complaint cases;
• Manage active cases, including transcribing recorded interviews and preparing summaries of information gathered;
• Prepare investigative reports and summaries for the Credentialing Unit, OASAS Counsel's Office, OASAS Credentialing Committee, and/or hearing officials;
• Provide testimony at hearings as necessary;
• Assist in handling telephone inquiries;
• Other duties as assigned.

This position requires excellent writing and grammatical skills and the ability to navigate Teams and Webex. It also requires organizational skills and the ability to prioritize work assignments. This position occasionally requires travel to areas not served by public transportation (approximately 25%).

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Permanent qualifications:

• Permanent status as an Addictions Program Specialist 2, G-23 and interested in reassignment ~OR~ Reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 2, G-23 ~OR~ Eligible for transfer under Section 70.1 of the Civil Service Law ~OR~
• Either 1. A bachelor's degree and three years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.
• Or 2. A master's degree and two years of professional clinical or professional administrative experience in a public or private agency or program that directly provides diagnosis, treatment, rehabilitation, prevention, or aftercare to a clientele with a primary diagnosis of substance use disorders.

The salary range listed for this posting reflects the full range for this graded position, factoring in annual performance advances based on satisfactory annual performance reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
