Project Manager - Harrisburg, PA (Hybrid)
Duration: 9 months
Seeking for an Project Manager to lead the development of a Request for Proposal (RFP) and support the complete vendor selection process. This role will manage activities related to requirements gathering, RFP preparation, vendor evaluation, SLA development, negotiations, and contract award for a software licensing system.
Responsibilities:
- Develop and maintain the overall project plan, schedule, risks, action items, meeting notes, and project documentation.
- Lead RFP development and submission in accordance with applicable IT policies and procurement requirements.
- Gather and document business, functional, technical, security, and program requirements.
- Facilitate meetings with SMEs, stakeholders, procurement teams, and legal counsel.
- Develop Service Level Agreements (SLAs), security requirements, and contractual requirements.
- Develop vendor evaluation criteria and scoring metrics.
- Support vendor Q&A, demonstrations, proposal evaluations, and vendor selection.
- Assist with contract negotiations and contract award.
- Research and recommend best practices for automated licensing systems.
- Ensure RFP requirements address software lifecycle, order fulfillment, and customer/agent support needs.
Required Qualifications:
- 10+ years of Project Management experience.
- 5+ years of Requirements Gathering experience.
- 5+ years of experience drafting Service Level Agreements (SLAs).
- 3+ years of experience with RFP preparation and development.
- Experience managing projects involving the Software Development Life Cycle (SDLC).
- Experience with vendor evaluation, procurement, and contract negotiations.
- Strong stakeholder management, documentation, and communication skills.
Preferred Qualifications:
- PMP certification.
- Technical writing experience.
- Experience with natural resource management, conservation, or outdoor recreation.
- Experience with automated licensing, point-of-sale, order fulfillment, or customer/agent support.
