THIS WORK MATTERS!
This position directly supports the Behavioral Health Resource Center (BHRC) operations and improvement . The individual in this role will work closely with internal County departments and with contracted on-site providers to ensure and support program operations and functions. Through both time-limited projects and ongoing analysis and program development, the liaison utilizes significant independent judgment, works both independently and collaboratively to serve as the Subject Matter Expert (SME) for BHRC Advisory Council processes and requirements; enable compliance with relevant federal, state, and local laws and policy; support functionality of the Advisory Council; conduct analysis, document, and provide recommendations to both the Advisory Council and Behavioral Health senior leadership and stakeholders related to Advisory Council activities and health center public policy advocacy; strategize for and support recruitment to the Advisory Council and facilitate orientation and ongoing training needs for Advisory Council members; navigate highly sensitive and unique situations; and develop and present informative reports on Advisory Council activities and functions.

As the Program Specialist Senior other duties Include:
BHRC Advisory Council Management
Provide a high level of service and direct professional support for the BHRC Advisory Council including supporting the co-chairs in meeting prep and planning, policy process, soliciting speakers, developing agenda, identifying topics, and managing logistics
Exercise significant independent judgment and initiative to support the diverse needs of Advisory Council members, while ensuring compliance with federal, state, and local laws
Lead, develop, strategize, plan, manage, analyze, and independently evaluate the Advisory Council program, including developing, managing, and updating program activities, education and training of Advisory Council members, leadership, and staff, and identify and promote member development opportunities
Attend monthly advisory council meetings and prep meetings in person, take notes and share agenda out with the advisory council group and community partners prior to each meeting per charter, seeking clarifications and corrections before publication
Identify problems and formulate solutions independently or through consensus with the group
Track attendance and support stipend distribution against budget and financial requirements
Ensure that all logistics are handled prior to meeting monthly, take notes during meetings and share follow-up items and meeting notes out timely after each meeting
Specifically knows the African American community, historical and current barriers to mental health services and has knowledge of the traditions, values and customs
Project Management and System Engagement
Develop meaningful relationships with all on-site providers, community partners and County programs that support and work in the BHRC
Act as the primary driver and designated spokesperson other than the manager for highly complex interdivisional and interagency strategic programs and projects with multiple disciplines and groups
Work closely with these entities to support daily operations of the BHRC
Participate in regular systems planning and development meetings, and represent as the subject matter expert with contracted providers, contracted staff, community members, county staff, clients and others
Act as technically authoritative knowledge leader and advise senior management on policy and organizational issues
Work to enhance and develop new partnerships and relationships that benefit the providers and staff on-site with needed resources
Arrange for increased access to identified resources and supports on-site
Assist with problem solving related to on-site contractors and coordination of services. Identify problems and formulate solutions independently or through consensus with invested parties
Provide project management on interagency projects including the preparation of grant documentation and reporting
Meetings and Leadership
Participate and facilitate meetings for BHRC as a whole within the Behavioral Health Division, Health Department and with contracted providers to support BHRC programming
Develop informational resources and materials; arrange and publicize meetings; schedule speakers; conduct workshops and training internally and for community partners
Participate in leadership with the Safety Net Services (SNS) Senior Manager demonstrating openness for feedback, guidance, and collaboration
Represent the county and the assigned program to the public at internal and external meetings, including to elected officials, County leadership, and community partners
Prepare PowerPoints, documents, materials for presentation and meetings
Continuous Quality Improvement
Provide strategic analysis and be the lead in recommending and implementing program policies, guidelines, and procedures
Operate in broad policy areas where standards, management direction and access to best practices are not readily available
Provide strategic direction by developing and defining new enterprise or joint ventures to increase program effectiveness
Assist program leadership in data informed program design, including applying leading with race, peer support, and trauma informed values to address the needs of marginalized and vulnerable populations
Test and revise all policies and procedures for the program using data, peer, and trauma and equity informed lenses
Conduct on-site reviews of providers and ensure compliance with contracts
Understand and articulate potential impacts of program decisions and activities on and within the behavioral health system
Evaluate program structure, staffing, and operations to develop recommendations and implement changes
Facilitate ongoing communication for purposes of quality improvement amongst on-site providers and services including the facilitation of annual safety partners in-service focused on how to best support the BHRC

Required Minimum Qualifications/ Transferable Skills:
Education/Training:
Bachelor's degree from an accredited college or university.
Preferred Majors: Public Administration, Business, Social Science, or a related field.
If you do not hold a bachelor’s degree, please share any education level and outline your relevant experience, transferable skills, and the total duration of any positions or programs that directly align with this role.
Experience: three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
Must hold at least one of the following state-compliant credentials (Required by the Oregon Administrative Rules ( OARs ):
Peer Support Specialist or Peer Wellness Specialist (via an OHA-Certified training program ) or
Certified Recovery Mentor II (CRM II) (certified via MHACBO )
KSA:
Strong understanding and cultural competency in African American Culture.
Other:

Ability to provide strategic direction, program development/ improvement, policy analysis, or program compliance/monitoring and evaluation
Understanding and cultural competency in African American Culture
Experience with data collection, reporting, and analysis
Experience/Subject Matter Expert (SME) for BHRC Advisory Council processes and requirements; enable compliance with relevant federal, state, and local laws and policy
Ability to lead community engagement initiatives, manage projects, develop and nurture partnerships
Comfortable presenting and facilitating meetings for diverse audiences
Leads with race through actions and advocacy with Community partners and across departments throughout the county
Knowledge of cultures, customs and social experiences of communities experiencing marginalization and barriers to services and opportunities
Qualified Mental Health Professional
Ability to promote a culture of respect, inclusiveness, and appreciation of diverse perspectives, backgrounds, and values.

At this time, this position is designated as “routine hybrid,” meaning you will be working remotely (from home) and two to three days at the office and you will be required to attend meetings in the community. As with all telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
