Senior Program Analyst

Position Summary

The Senior Program Analyst supporting MSD provides flexible budget and financial management support to both the Budget IAA Team and Budget Execution Team. The Program Analyst may be assigned across functions as workload demands change, allowing the organization to shift support where needed to address priorities, backlogs, deadlines, and emerging requirements. The Program Analyst will perform the same general duties, supporting activities related to Interagency Agreements, obligations, de-obligations, spend plan development, budget execution monitoring, unfunded requirements, commitments, expenditures, and unliquidated obligations.

Essential Functions

1. Provide flexible support to both the Budget IAA Team and Budget Execution Team, with assignments shifting across functions based on workload demands, priorities, backlogs, deadlines, and emerging requirements.

2. Support budget and financial management activities related to Interagency Agreements, obligations, de-obligations, spend plan development, budget execution monitoring, unfunded requirements, commitments, expenditures, and unliquidated obligations.

3. Review IAA-related forms and documentation for clarity, completeness, and accuracy of information.

4. Draft, prepare, and review 7600A and 7600B forms.

5. Process Interagency Agreements and assist with resolving issues that may delay approval, obligation, or de-obligation.

6. Officially obligate and de-obligate IAAs on behalf of the organization, as authorized.

7. Monitor obligations to ensure funds are properly obligated in a timely manner.

8. Track and monitor de-obligation requests through completion.

9. Coordinate with internal offices and external partners to resolve IAA documentation, funding, or processing issues.

10. Assist offices in developing and updating budget execution spend plans.

11. Identify and track unfunded requirements.

12. Monitor budget execution against spend plans to identify potential funding surpluses.

13. Support the realignment of available funds to address approved unfunded requirements.

14. Analyze monthly budget expenditures to prepare, compile, and revise budget execution plans.

15. Review budget commitment reports to ensure commitments are properly obligated.

16. Verify that expenditures are posted correctly and identify discrepancies for resolution.

17. Review unliquidated obligation reports to identify items for close-out.

18. Work with program offices to complete the UDO close-out process.

19. Perform other duties as assigned in support of budget and financial management operations.

Job Qualifications 

1. Must be a U.S. citizen.

2. Bachelor’s degree (four-year degree) with a major in a related field.

3. A minimum of five years of work experience performing similar business analysis work.

4. Expert-level proficiency in Microsoft Excel, specifically for advanced data analysis, automation, and visualization.

5. Proficiency with Microsoft Teams, Word, Outlook, Access and use of multiple monitors.

6. Strong written and verbal communication skills, particularly in financial contexts.

7. Experience in budget execution, financial analysis, transaction processing, Interagency Agreements, obligations, de-obligations, commitments, expenditures, and unliquidated obligation close-out activities.

8. Experience in developing and maintaining financial reports and data summaries. 

9. Advanced analytical and problem-solving skills for financial data analysis.

10. Ability to develop, update, and monitor budget execution spend plans, unfunded requirements, commitment reports, expenditure data, and financial tracking tools.

11. Strong attention to detail and accuracy in financial reporting.

12. Excellent communication and interpersonal skills.

13. Ability to manage multiple tasks and prioritize effectively.

14. Professional demeanor and adherence to CBP’s standards of conduct.

15. Prior experience with SAP, ServiceNow, and Concur software systems is desired, but not required.

16. Must be able to successfully complete the required U.S. Government background investigation and security clearance process. The selected candidate must be able to obtain and maintain the security clearance required for the position as a condition of employment and continued employment.

OTHER ESSENTIAL REQUIREMENTS

Computer Skills:  Proficiency with computers and ability to navigate/enter information into established databases and Microsoft Office products.

Language:  Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Communication:  Ability to communicate effectively in writing and in person as appropriate for the needs of the audience.

Customer Service: Ability to address all customer inquiries with a pleasant and patient demeanor.

Math Ability:  Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions and decimals. Ability to compute rates, ratio, and percent and to draw and interpret information. Ability to choose the right mathematical methods or formulas to solve a problem.

Reasoning Ability:  Ability to collect data, define problems, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of instructions dealing with several abstract and concrete variables.

Work Environment:  When on site, work is performed in an office cubicle environment with low noise level.

Physical Demands: Employee will have consistent and direct visual contact with multiple computer monitors. 

Other Demands:

1. Must comply with all CBP security, training, and onboarding requirements.

2. Professional demeanor and adherence to CBP’s standards of conduct.

3. May be required to work overtime during peak periods and perform mission-essential functions during government furloughs or shutdowns. 

This position is primarily remote; however, the employee may be required to report to the designated CBP office as needed to support contract requirements, meetings, training, audits, or other business needs. Employees must reside within a 50-mile radius of the designated CBP office and be able to report onsite when required.
