Summary

This position serves as a Budget Analyst with the Resource Management Division located at the Raven Rock Mountain Complex (RRMC). RRMC is one of the Nation's premier facilities, providing support to various Department of Defense (DoD) tenants in an all-hazards environment.

Duties

Help

Incumbent typical work assignments may include the following:

  • Managing the full lifecycle of the budget process, including formulation, justification, and execution, ensuring that all financial activities and day-to-day resource allocations align with Department of War (DoW), OMB, and Congressional mandates.
  • Coordinating the development and submission of the Program Objective Memorandum (POM), preparing comprehensive decision papers that identify budgetary weaknesses and recommend remedial action plans to senior leadership.
  • Performing continuous monitoring and reconciliation of fund authorizations and sub-allocations against official accounting reports to ensure the integrity, solvency, and efficient operation of appropriated funds.
  • Conducting in-depth financial management studies and analyses of external audits, interpreting complex statistical data to provide management with authoritative guidance on long- and short-term courses of action.
  • Serving as a primary liaison with financial management and accounting counterparts across the DoD and other federal agencies to synchronize budget policies and resolve complex operational or resource-related challenges.
  • Analyzing proposed legislation and newly promulgated laws to determine their specific impact on organizational projects and programs, advising leadership on required adjustments to funding strategies and internal controls.

Qualifications

DOD FINANCIAL MANAGMENT CERTIFICATION CONDITION OF EMPLOYMENT: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

MISSION ESSENTIAL CONDITION OF EMPLOYMENT: This position has been designated as Mission Essential. Mission Essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.

CAREER LADDER POSITION: This vacancy is a career ladder position; it may be filled at the GS-12 or GS-13 level. If selected at the lower grade level, noncompetitive promotion to the full performance level GS-13 is authorized without further competition when selectee is eligible & recommended by management.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-12 level, if you fulfill the following qualification requirement :

One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience:

  1. Assisting with long-term financial planning; and
  2. Providing financial analysis and recommendations to support decision making; and
  3. Creating budget repots and assisting with the financial reporting process.
You may qualify at the GS-13 level, if you fulfill the following qualification requirement :

One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience:
  1. Utilizing resources such as the Office of Management and Budget (OMB) guidelines and directives and Budget Circulars, Executives Orders, Congressional legislation, Federal Acquisition Regulation to advise and recommend solutions to senior management and implement internal policies and procedures; and
  2. Using federal budget processes in order to prepare such documents as a Program Objective Memorandum (POM), Future Years Plan, and respond to financial data calls; and
  3. Applying standard federal accounting and auditing practices, policies, and reports in order to interpret and analyze reports and data.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE-DUTY SERVICE MEMBERS: Federal agencies treat active-duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active-duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active-duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.

Current or Former Political Appointees: Agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level.
