Hiring: Electrical Safety Program Consultant

Location: Tacoma, Washington – Hybrid/On-Site
On-site stakeholder interviews, field walkthroughs, operational assessments, and meetings at Tacoma Power/TPU facilities, including remote utility locations as required.

Contract Duration: Approximately One Year

Tacoma Power is seeking an experienced Electrical Safety Program Consultant to evaluate its existing electrical safety program and develop practical recommendations and an implementation roadmap to strengthen safety practices across its utility operations and facilities. The consultant will work with management, safety professionals, field personnel, and other stakeholders to assess electrical hazards, compliance, safety culture, governance, and program effectiveness.

Key Responsibilities

✔ Conduct a comprehensive assessment of the existing electrical safety program, including policies, procedures, management systems, work practices, and implementation.

✔ Conduct approximately 70 stakeholder interviews with management, field crews, safety personnel, and employees across the organization.

✔ Perform on-site walkthroughs and field observations at Tacoma Power/TPU facilities and remote locations as required.

✔ Assess organizational structure, staffing, roles, responsibilities, governance, and consistency of safety program implementation.

✔ Evaluate electrical safety practices against applicable requirements, including Washington DOSH/WAC, OSHA, NESC, NFPA 70E, ISO 45001 , and electric utility best practices.

✔ Assess electrical safety considerations associated with utility distribution and industrial power systems, including substations, switchgear, transformers, protective relaying, and high-voltage infrastructure.

✔ Identify program gaps and develop practical, actionable recommendations for improving electrical safety, leadership, communication, reporting, and employee engagement.

✔ Develop an Electrical Safety Program (ESP) Roadmap and Implementation Strategy , including phased implementation recommendations and RACI responsibilities.

✔ Support the development of a more proactive and interdependent safety culture using the DuPont Bradley Curve or a similar safety maturity model .

✔ Prepare comprehensive assessment reports, recommendations, implementation strategies, and presentations for organizational leadership.

Required Qualifications

✅ Minimum 5 years of experience providing electrical safety consulting, program assessment, or program development services for electric utilities or similarly complex organizations with significant electrical hazard exposure.

✅ 5–10 years of experience specifically involving electric utility distribution, heavy industrial power systems, or comparable electrical environments.

✅ Strong understanding of electrical systems ranging from commercial and industrial power distribution through medium- and high-voltage utility systems, including substations, switchgear, transformers, protective relaying, and related infrastructure.

✅ Experience evaluating electrical safety programs, regulatory compliance, management systems, work practices, and organizational implementation.

✅ Knowledge of Washington DOSH/WAC, OSHA, NESC, NFPA 70E, ISO 45001 , and applicable electric utility safety practices.

Certification Requirements

✅ Must hold one of the following electrical safety certifications:

• Certified Electrical Safety Compliance Professional (CESCP)
• Certified Safety Professional (CSP)
• Certified Utility Safety Professional (CUSP)
• An equivalent credential demonstrating electrical safety expertise, subject to City approval.

✅ Project team must have access to a Professional Engineer (PE) licensed in the State of Washington through the firm, employee, or subcontractor.

✅ Experience in safety culture transformation and familiarity with the DuPont Bradley Curve or similar maturity models .

✅ Ability to conduct in-person interviews and field assessments throughout the Tacoma Power/TPU service area, including remote utility facilities.
