Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Buffalo Field Office, Centers of Excellence & Expertise, Industrial & Manufacturing Materials, located in Buffalo, NY.

Duties

Help

In this position, you will serve as the Center Director with responsibility for all aspects of Center management. You will also ensure the Center develops and maintains industry expertise and provides assistance related to financial matters, commodity issues, industry analysis, enforcement actions, paralegal activities, and account management.

This position starts at a salary of $154,707.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10).

Typical work assignments include:

• Managing organizational changes and directing the oversight of operational and tactical trade responsibilities within a center
• Coordinating with senior level law enforcement managers to manage and approve significant enforcement actions, including criminal investigations and prosecutions
• Ensuring Implementation of a comprehensive, nationwide risk segmentation strategy to improve the facilitation and increase the flow of trusted traffic for legitimate trade within an assigned industry and ensure that enforcement activities are focused on high-risk shipments
• Responsible for overall management of the goals and objectives for supervisors and managers of subordinate employees. Planning work to be accomplished by subordinates, sets and adjusts priorities, level of difficulty, and capabilities of employees
• Developing employee performance standards and making formal and informal appraisal of work, giving advice, counsel and/or instructions to employees as required

Qualifications

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Interpreting and applying laws, regulations, policies, and procedures governing trade compliance, import/export processing, cargo admissibility, and enforcement actions, managing national strategic trade activities, including revenue collection, summary review, validation processes, and trade enforcement actions related to the importation and exportation of merchandise
• Developing and implementing trade enforcement strategies involving industry partnerships, Partner Government Agencies, and applicable laws and regulations related to value, quotas, intellectual property rights, forced labor, trade remedies, and priority trade issues
• Overseeing operational and tactical trade responsibilities within an organizational unit, including providing guidance on national trade policy, program functions, and account-based trade processing principles
• Coordinating with senior-level law enforcement managers, internal and external stakeholders, and partner agencies regarding enforcement actions, investigations, prosecutions, or complex trade compliance matters
• Supervising a multidisciplinary staff through subordinate supervisors, including assigning work, setting priorities, developing performance standards, evaluating performance, resolving conflicts, recommending awards, and taking or recommending disciplinary action

You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/16/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:

• Working for the U.S. Government as a federal civilian or as a member of the military
• A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government
• Participation in a study abroad program sponsored by a U.S. affiliated college or university
• Working as a contractor, intern, consultant or volunteer supporting the U.S. government

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.

Additional information

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include 5 weeks of in-residence training in Harpers Ferry. Note: This training may be waived if previously completed.

Motor Vehicle Operation: You must possess a current valid State driver's license at the time of appointment.

Security Clearance: You may be required to obtain a Secret or higher level clearance for this position.

Mobility Agreement: Selectee(s) will be subject to a mobility agreement.
