OneTogether Solutions (OTS) is a majority Native-owned Managed Services Organization headquartered in Boulder, Colorado. We partner with federally recognized tribes to develop, operate, and sustain opioid treatment programs (OTPs) under Tribal 638 self-determination agreements, with clinic sites across California and Washington. POSITION SUMMARY

The Director of People Operations leads day-to-day HR delivery across OneTogether Solutions (OTS) and managed clinics in partnership with sovereign Tribal nations.

Ideal execution for this role requires bringing structure, consistency, and calm to a complex, growing organization, while staying close to the business through leader coaching, direct employee relations navigation, HR team development, and turning recurring people challenges into systematic improvements. Success also relies on building trusted, cross-functional partnerships across diverse organizations, communities, and operational cultures.

Reporting to the Chief People Officer, this highly visible, hands-on leadership role bridges enterprise people strategy and daily clinical operations. You will function as a trusted partner to clinic leaders, direct the HR team, and build the foundational processes and infrastructure required for sustained organizational growth.

• Bachelor's degree in HR, business, or related field (or equivalent combination of education and experience)
• 7+ progressive HR years, including 2+ years supervising HR staff
• Multi-state employment law; full-function HR scope (compensation, benefits, open enrollment, payroll coordination, recruiting); multi-site/remote/field workforce support
• Healthcare, behavioral health, or opioid treatment program (OTP) experience; Tribal nations/enterprises/healthcare experience strongly preferred
• Proficiency in HRIS/ATS/performance tools; experience with Lattice, Lever, ADP, Paycom, or Monday.com helpful
• High accessibility/responsiveness across time zones; composure/fairness in high-stakes/emotional/ambiguous situations
• Influence without direct authority across client leadership and cross-functional peers
• Structure-building capability in ambiguous environments; differentiation of one-time vs. systemic issues
• Investigation-grade written communication and strict confidential/discretion standards
• Readiness for 25%–40% travel (including overnight) to clinic sites and Tribal communities
• SHRM-SCP, SHRM-CP, SPHR, or PHR preferred
• Tribal Human Resources Professional certification preferred/willingness to obtain

• Partner with clinic directors/medical directors via standing weekly HR meetings; deliver direct employee relations, accommodations, leave, corrective actions, and separations
• Codify/standardize OTS HR approaches across sites; deploy corporate HR resources (training, recruiting, payroll/benefits support) based on documented needs; support new clinic launches
• Own end-to-end employee lifecycle, policy governance frameworks, HR technology/reporting optimization, and service model measurement
• Coach leaders through performance management and progressive discipline; conduct/document harassment, discrimination, and retaliation investigations (engaging legal counsel when warranted)
• Maintain retention-compliant complaint/case tracking; ensure multi-jurisdictional compliance across federal, state, and Tribal requirements (including HIPAA and 42 CFR Part 2 confidentiality)
• Navigate processes requiring sovereign Tribal partner approval (position requests, compensation changes, accommodations, job descriptions) with realistic timeline management
• Operate within Management Services Agreements; maintain working knowledge of partner systems, governance schedules, and HRIS platforms with cultural humility
• Oversee recruiting strategy/execution, structured hiring equity, and employer branding; partner on job leveling, FLSA classifications, market benchmarking, and pay equity/transparency compliance
• Lead annual compensation/open-payroll/benefits cycles, driving multi-entity payroll accuracy and ACA/ERISA/COBRA/wage-and-hour compliance
• Supervise, evaluate, and develop HR team members (including HR Business Partners), building clear divisions of labor, remote-site collaboration, and SHRM/Tribal HR certification paths

$155,000 - $185,000 a year

Specific vision abilities required by this classification include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Sufficient clarity of speech and hearing abilities required by this classification includes those which permit the employee to discern verbal instructions and communicate effectively in person, by telephone. While performing the duties of this classification, the employee works in an office setting where the noise level in the work environment is usually moderate. The employee must also analyze and evaluate situations and adopt effective courses of action.
