Public Utilities Regulatory Analyst V Public Utilities Commission Job Code: JC-517815 Salary: $9,631.00 – $12,054.00 per month. Final Filing Date: May 22, 2026. Location Los Angeles area (includes Los Angeles, San Francisco, and Sacramento). Applicants must be willing to work at the specified location. Travel may be required, predominantly to other CPUC offices (approximately 5% of the time). Responsibilities Advise and assist high‑level decision‑makers such as Commissioners, Judges, and Energy Division management on regulatory, policy, and technical matters. Serve as team leader and project coordinator on cost‑of‑service and financing projects, including avoidance of duplicated cost recovery for wildfire‑mitigation expenses and issuance of financing orders to mitigate undue burdens on ratepayers. Develop analysis and provide recommendations on CPUC policy‑setting rulemakings; review proposed legislative bills and oversee implementation of programs resulting from CPUC and legislative processes. Write and present reports, coordinate with California Energy Commission, California Air Resources Board, and California Independent System Operator, and respond to outside inquiries. Perform additional duties as required to support the division’s objectives. Qualifications Meet the minimum qualification levels defined in the Classification Specification for the Public Utilities Regulatory Analyst V. Demonstrated experience in public utilities and/or transportation economics, finance, or policy. Proficiency in independent policy research and analysis. Strong written and oral communication skills. Ability to manage multiple tasks and meet strict deadlines. Desirable Qualifications Quantitative analysis experience. Knowledge of electric‑utility industry regulatory policy. Knowledge of cost‑of‑service rate‑making. Benefits and Working Conditions Hybrid position requiring report to the assigned headquarters office at least two (2) days per week. Eligible for telework under California Government Code Section 14200 for eligible California residents. Travel to CPUC offices is infrequent (approximately 5% of the time). Salary range reflects the Personal Leave Program, which temporarily reduces pay in exchange for additional leave hours.
