Program Manager – Federal HR Transformation Program

Position Summary

The Program Manager will partner directly with Federal Customer to identify and capture requirements for a technical Federal HR Implementation spanning Learning Management, Talent Management, and Human Capital Management functions. This role owns day-to-day program management responsibilities, including stakeholder meetings, requirements documentation, schedule and risk tracking, and cross-functional coordination between Federal Customer stakeholders and the technical delivery team. The Program Manager translates business and operational needs into clear, actionable requirements, keeps the program on track against schedule and budget, and ensures Federal Customer stakeholders stay informed and engaged throughout the implementation.

Key Responsibilities

• Partner with Federal Customer to identify, capture, and document requirements for the technical Federal HR Implementation across Learning Management, Talent Management, and Human Capital Management functions.
• Plan, lead, and facilitate stakeholder meetings, including requirements workshops, status reviews, and working sessions with Federal Customer business owners and technical teams.
• Own day-to-day program management responsibilities, including schedule tracking, risk and issue management, status reporting, and action item follow-through.
• Translate Federal Customer business and operational needs into clear requirements that the technical delivery team can design and build against.
• Coordinate across workstreams and functional areas to ensure requirements, dependencies, and timelines stay aligned.
• Maintain program documentation, including requirements traceability, meeting notes, and decision logs.
• Identify risks and issues early, and escalate appropriately with a recommendation, supporting evidence, and proposed path forward.
• Support stakeholder communication and change readiness as the implementation progresses from requirements through delivery.
• Coordinate with technical leads to ensure requirements are reflected accurately in system configuration and design decisions.
• Prepare and present status updates, requirements summaries, and program materials to Federal Customer leadership as needed.

Required Qualifications

• 5-7 years of project experience across federal HR programs, specifically within Learning Management Systems, Talent Management, and/or Human Capital Management.
• Experience or direct exposure to federal HR operations gained through project work particularly in talent development, learning, workforce competencies, or workforce planning.
• Very strong consulting and/or program management experience; candidates earlier in their PM career path who are demonstrably progressing toward full program management responsibility are appropriate for this role.
• Outstanding organizational skills, including the ability to manage multiple concurrent workstreams, stakeholder relationships, and documentation requirements.
• Experience overseeing or being part of a modernization or transformation-type project.
• Experience facilitating stakeholder meetings and translating discussion into clear, actionable requirements documentation.
• Bachelor's degree in a relevant field (Human Resources, Business, Public Administration, Information Technology) or equivalent professional experience.

Preferred Qualifications

• Experience supporting a Learning Management System (LMS) or Human Capital Management (HCM) platform implementation specifically.
• Familiarity with federal HR system modernization efforts and associated compliance considerations.
• PMP certification (PMI) or equivalent, or active progress toward one.
• Experience working within a federal contracting environment, including familiarity with Government stakeholder structures and reporting expectations.
