Position Summary DEFINITION Under general supervision, incumbents perform a variety of professional level work in the areas of employee benefits, recruitment and selection, leave administration, workers' compensation and training; assist in the administration and management of the personnel programs and perform other related duties as assigned. DISTINGUISHING CHARACTERISTICS
The Human Resources Analyst is a journey level professional class performing a variety of general to complex human resources assignments within established policies and procedures. Incumbents typically perform the full range of duties with minimal supervision and are expected to take on more complex assignments as knowledge and skill develop through work experience.

Possession of a Bachelor's degree from an accredited college or university in public administration, human resources, business administration, or related field and a minimum of two years of professional human resources personnel experience.
Substitution: Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One year (2080 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Permanent, full-time Court employees accrue vacation at the following rates:
00 - 02 years = 11 days
02 - 03 years = 13 days
03 - 04 years = 15 days
04 - 05 years = 16 days
05 - 10 years = 19 days
10 - 15 years = 23 days
15 - 20 years = 26 days
More than 20 = 24 days.

- Plan, organize, develop and oversee recruitment, examination and selection activities in collaboration with hiring manager; plan recruitment and marketing strategies; review job duties and write or review job announcements; screen applications for minimum qualifications; develop and oversee administration of a variety of examinations; review statistical information on recruitment and selection process; assess and recommend beginning pay rates; oversee hiring process;
- Assist in the management and administration of employee and retiree benefits programs, including medical, dental, vision, life insurance, disability, flexible spending accounts, retirement, and COBRA; assist in tracking, reporting and reconciliation of benefits; conduct surveys as needed;
- Provide procedural information and explanations related to memoranda of understanding, personnel rules and regulations federal and state employment laws to employees and retirees; assist in the development, maintenance and administration of personnel practices, policies and procedures;
- Maintain the HRIS program; perform related payroll procedures; provide information to employees, retirees and managers on benefits and leave of absence policies; provide management with a variety of reports related to accrual usage, leaves, benefits, and time balances;
- Assist in the coordination workers' compensation program; work closely with third party administrator to manage caseload; review and update procedures; analyze restrictions and assist in determining modified duty assignments; assist in the management of the Americans with Disabilities Act (ADA) cases and issues; coordinate ergonomic review and track workplace accommodations; support safety programs and training; and prepare a variety of narrative and statistical reports and correspondence;
- Act as a member or coordinator on various committees; attend a variety of meetings, conferences, workshops and staff development events;
- Assist in the development and delivery of the Court's training programs and conduct present technical training on an individual or group basis on human resources issues; coordinate staff training and development activities;
- Provide support to the meet and confer process; support activities necessary in the development of management positions and language for memoranda of understanding and other official documents, participate in strategy development and conference sessions with employee representatives; coordinate implementation of new agreements by conducting briefing sessions;
- Performs other related duties as assigned.

- Modern office practices and procedures including filing, operation of standard office equipment and personal computers; effective oral communication techniques.
- Read, comprehend, apply and explain personnel rules, standards, policies and procedures; analyze a wide variety of personnel related issues; collect and evaluate data and summarize findings; interpret and explain personnel procedures to employees at all levels.
- Write correspondence, reports, and announcements on a wide variety of technical and professional material. Demonstrate good judgement and communication skills; work in a confidential environment with sensitive information; maintain confidentiality of Court records and documents and other information; exercise discretion; and independent judgment.
- Gather applicable data, analyze problems, evaluate alternatives and make appropriate recommendations.
- Communicate effectively, both orally and in writing, with diverse groups of people at various levels; interpret and explain personnel procedures to employees at all levels, retirees, and personnel of other organizations.
- Prepare written and oral presentations; maintain the confidence and cooperation of Court officials, employees and the public.
- Perform job analysis, position audits and other research.
- Collect, interpret and evaluate a variety of narrative and statistical data; coordinate special projects and programs; identify problems and central issues, select alternatives, and make recommendations; draft procedures, correspondence and narrative and statistical reports;
- Work independently, multitask and prioritize assignments, and the ability to work in a fast paced environment.
- Communicate effectively including making presentations to individuals and groups.
- Establish and maintain effective working relationships of those interacted with in the course of the work, including Court officials, employee representatives, retirees, and representatives of other governmental agencies, employees, and the public.
- Prepare and maintain accurate, complete specialized records and files.
- Operate a computer using business software and other standard office equipment. Use a variety of computer office applications.
