Senior Associate General Counsel

Role Description The Senior Associate General Counsel is a full-time, on-site role based in St. Paul, MN. This role provides legal counsel on public health laws, regulations, and policies, including advising MDH leadership and program staff on statutory interpretation, rulemaking, and compliance with state and federal requirements. Day-to-day responsibilities include drafting and reviewing contracts, memoranda of understanding, policies, and legislative proposals; managing and overseeing complex legal matters; and coordinating with internal stakeholders on risk management and regulatory implementation. The Senior Associate General Counsel may represent or support MDH in administrative proceedings, negotiations, and interagency collaborations, and will help develop and deliver legal guidance and training for staff. The role also involves monitoring legal and regulatory developments affecting public health and recommending strategic legal responses. Qualifications Evidence of strong legal analysis, statutory and regulatory interpretation, and legal research skills. Experience drafting and reviewing legal documents such as contracts, policies, rules, and legislative proposals. Skills in advising organizational leadership, providing clear legal guidance, and communicating complex legal concepts to non-legal audiences. Background in administrative law, government practice, or health law, including familiarity with state and federal public health frameworks. Demonstrated ability to manage multiple complex matters, prioritize workload, and meet deadlines in a fast-paced environment. Strong written and verbal communication skills, including the ability to collaborate effectively with diverse internal and external partners. Commitment to public service, health equity, and serving diverse communities with respect and cultural humility. Juris Doctor (JD) from an accredited law school and active license (or eligibility for licensure) to practice law in Minnesota. Several years of progressively responsible legal experience in government, public health, or a related regulatory environment is highly beneficial. #J-18808-Ljbffr
