Construction Inspector II

This position may be eligible for a signing bonus, referral incentive and/or moving reimbursement. Performs quality assurance inspections and related activities for construction projects within the City including developer-related infrastructure projects and City capital improvement projects for grading, drainage, water, sewer, streets, traffic control, landscape warranty, and other related items. Reviews, approves, and documents field changes in assigned area. Approves traffic control and monitors landscape warranty maintenance permits. Maintains proper documentation of projects throughout a two‑year warranty maintenance period. Performs warranty inspections on storm drain, water, sewer, concrete, paving, sign, stripe, landscape and generates punch lists for all deficiencies found. Upon completion of the punch list items, coordinates with the developer to conduct warranty final inspection, accepts the project, and closes out for the City to begin maintaining within right‑of‑way. Responsibilities Inspects private developer construction projects and City contract projects to assure an acceptable quality level and compliance with Maricopa Association of Governments (MAG) specifications and standards in civil engineering and public works areas including, but not limited to: sewer installations, metering stations, lift stations, force mains, water installations, wells, pump stations, transfer stations, storm drain installations, catch basins, slotted drains, review and verification of all testing for water and bacterial testing, drywells, pipe, retention basins, grading and drainage work, street light installations, dry utility installations, paving and concrete flatwork, and bridges and structures. Performs SWPP storm water prevention plan inspections, irrigation inspections and traffic signal inspections. Interprets, applies, and enforces the provisions of the City’s Engineering Design Standards and Policies, MAG specifications and standards, and other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures. Reviews and interprets construction plans, ensures compliance with requirements governing uniform construction, installation of utilities and amenities, traffic, sanitation, and other factors. Coordinates construction activities with other City departments, divisions, and sections and with outside agencies including governmental, consultants, engineers, developers, and contractors. Initiates letter of acceptance or release of Certificate of Occupancy when all work meets specifications and standards. Notifies other City departments when their facilities will be affected by construction. Coordinates work sequences and schedules with contractors, private sector utilities, and other City departments and divisions. Researches materials and material testing. Researches methods and practices used to complete commercial and custom home projects. Anticipates water usage needs in advance and coordinates with developers, contractors and water resources. Issues field memos, warnings, and stop work orders, and monitors project workflow. Recommends revisions or updates to the Engineering Design Standards and Policies Manual. Records on plans as‑built information such as the location of valves, sewer connections, manholes and water services. Maintains and records field changes in an approved field set of plans and transfers information to a maintained office set as‑built plans. Reviews submitted final as‑built plans to ensure all field changes are included. Communicates and verifies progress payment requests and computes final quantities item‑by‑item from the contract bid schedule on City contract jobs to determine the amount of money to be paid to the contractor. Prepares and maintains records of inspection activities, prepares reports, enters project data into a computerized tracking system, and attends meetings. Maintains project files including detailed documentation and compliance of contract documents, correspondence, test results, approved plans, shop drawings and compliance certificates. Coordinates pre‑construction meetings for each project, including coordinating scope of work. Inspects finals and warranty pre‑walks. Exhibits a service orientation toward external and internal customers and maintains productive working relationships. Investigates complaints and recommends solutions and implementation with developers. Participates in monthly water/engineering meetings to solve field problems and build strong working relationships. Trains new inspection staff. Performs plan review for dry utility installations including electric, telephone, telecommunications and cable TV trenching and conduit installation. Inspects assigned project progress and restoration. Performs plan review and inspection of traffic control plans and implementation in compliance with state and local requirements. Inspects and coordinates and may approve traffic control to ensure proper set up and maintenance. Qualifications Formal Education/Knowledge: Requires knowledge of a vocational, administrative, or technical nature that may be obtained with six months to one year of advanced study or training after high school equivalency. Community college, vocational, business, technical, or correspondence schools are typical sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Experience: Minimum three years of experience in a related field. Certifications and Other Requirements: Valid driver’s license. Reading: Ability to read general correspondence, construction plans and specifications, documents, engineering technical standards, installation standards and engineering manuals. Math: Ability to perform engineering calculations, trigonometry, algebra, geometry and general math calculations such as addition, subtraction, multiplication and division. Writing: Ability to write general correspondence, memorandums, handouts, letters and to enter and retrieve project data using the City’s computerized tracking system. Managerial: No responsibility for direction or supervision of others, but may provide advice or direction to a less experienced employee. Policy/Decision Making: Significant. The employee normally follows established SOPs and policies. May choose the appropriate procedure or policy for duties and review more complex work before finalizing. Technical Skills: Broad application. Requires comprehensive, practical knowledge of a technical field with analytical judgment and decision‑making abilities. Interpersonal/Human Relations Skills: Moderate. Interactions may involve supporting controversial positions or negotiating sensitive issues. May involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Objectives Within the first month, review and become familiar with all chapters of the Phoenix Barricade Manual for Traffic Control and MUTCD Part 1 & 6, City quarter section maps, and other tools used for inspection related tasks. Within the first month, schedule sufficient time with your supervisor to review the performance objectives and the City’s Performance Appraisal Program areas and rating elements. Within the first three months, become familiar with policies and procedures related to traffic control barricade setups in the rights‑of‑ways. Provide inspection reports/logs of daily activities to your supervisor. Within the first three months, work to establish, foster, and support open communication with staff in all divisions within the Development Continuum, private utility purveyors, and other city departments necessary to coordinate traffic control related to construction activities. Within the first six months, become familiar with and display behaviors that align with the Development Continuum, Continuous Improvement, City Core Values, the People Master Plan, and the City Strategic Plan. Within the first six months, become proficient in the TCP permitting process, GyMaps Restrictions, the MUTCD Design Standards, and inspection policy and procedure in the areas you are assigned. Within the first 12 months, offer suggestions and ideas for improvement of current specifications, processes, and procedures that will increase efficiencies in divisional operations and increase service to customers.
