Procurement Analyst II

Veterans Management Services, Inc. (VMSI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB)and we are looking for a highly motivated Procurement Analyst II to join our team supporting our Department of Veterans Affairs (VA) client. The mission of the VA is to "To fulfill President Lincoln's promise to care for those who have served in our nation's military and for their families, caregivers, and survivors."

The Procurement Analyst II will support VA program offices with providing a broad range of procurement management or analysis support based on journeyman level knowledge of Federal procurement process. May perform oversight duties reviewing, analysis and reports for all types of procurements. Researches and recommends policy changes based on changes in statues or procurement of best practices.


Responsibilities :

• Assist with budget formulation, execution, reconciliation, and financial reviews.
• Prepare spend plans, obligation logs, funding documents, and status reports.
• Monitor commitments, obligations, and expenditures in VA systems.
• Track PRs, POs, invoices, and financial actions through VA workflows.
• Maintain financial documentation, audit trails, and internal controls.
• Support mid-year reviews, year-end closeout, and corrective action tracking.
• Generate routine financial reports and data pulls from VA systems.
• Coordinate with CORs, program managers, and financial staff to resolve discrepancies.

Qualifications:

• 3+ years Federal budget or Federal financial management experience.
• Experience with VA financial systems including: FMS, IFCAP, VistA, iFAMS, and IPPS.
• Bachelor's Degree from an accredited University.
• Strong Excel skills (pivot tables, lookups, formulas).
• Understanding of federal appropriations, obligations, and cost tracking.
• Ability to interpret financial data and follow federal budget rules.

Preferred Qualifications:

• Experience with iFAMS Budget, Acquisition, or Financials modules.
• Prior VA experience (VHA, VBA, NCA, or Staff Offices).
