EMPLOYMENT SECURITY LOCAL OPERATIONS MANAGER

Position Overview The Illinois Department of Employment Security (IDES) is seeking an organized, professional, and results‑oriented individual to serve as an Employment Security Local Operations Manager. This position will direct subordinate supervisors and staff in the delivery of unemployment insurance and employment services to clients. Responsibilities include involvement in financial and non‑financial Memorandum of Understanding (MOU) negotiations and other activities as they relate to the Workforce Innovation and Opportunity Act (WIOA), overseeing daily operations of assigned offices, and developing and implementing an annual plan of service. The ideal candidate will have strong knowledge of state and federal unemployment insurance legislation and be dedicated to providing unemployment insurance benefits and employment services to clients. Essential Functions Serve as an Employment Security Local Operations Manager for an assigned area. Direct delivery of unemployment insurance services and employment services to clients. Act as full‑line supervisor. Serve as liaison to external and internal parties regarding local office operations. Represent IDES and maintain relationships with Local Workforce Investment Boards (LWIBs) and partners. Keep abreast of new developments in applicable laws, rules and regulations as they apply to unemployment insurance and employment services. Perform other duties as required or assigned which are reasonably within the scope of duties enumerated above. Minimum Qualifications Four (4) years of college education, preferably with courses in business or public administration. Three (3) years of progressively responsible administrative experience or five (5) years of professional experience in a public or business organization. Preferred Qualifications Two (2) years of managerial experience in an unemployment insurance or employment services program, or a related area providing employment, human resource development, or social welfare services, with responsibilities that included developing long‑term goals, implementing strategic objectives, and directing daily operations. One (1) year of professional experience supervising staff, including providing training and evaluating staff performance. One (1) year of experience monitoring program output levels for delivery of services in accordance with applicable laws, regulations, policies and guidelines, including but not limited to those issued by the U.S. Department of Labor (DOL) or other relevant government or regulatory agencies. One (1) year of experience communicating policy and procedures to diverse audiences, such as employees, stakeholders or the public, through presentations, written materials or training sessions. One (1) year of professional experience applying knowledge of federal and state unemployment laws, regulations, and legislation to specific issues regarding liability, employment, and wages. One (1) year of professional experience applying knowledge of federal and state employment programs and employment program legislation, including the Workforce Innovation and Opportunity Act (WIOA). Conditions of Employment Requires an Illinois State Police background check and self‑disclosure of any criminal history. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Position considered light work per U.S. Department of Labor; involves lifting no more than 20 pounds at a time and occasional walking or standing. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, and industry related topics. Requires filing of Statements of Economic Interest and Supplemental Statements per Illinois Governmental Ethics Act.
