Step into a career-defining opportunity with Orano USA, a global leader in nuclear innovation, as we launch Project IKE—a cutting-edge uranium enrichment facility in Oak Ridge, Tennessee\n\nOVERVIEW\nOrano USA is seeking a Licensing Specialist to support all U.S. Nuclear Regulatory Commission (NRC) licensing and regulatory compliance activities for a nuclear fuel cycle facility. This position maintains the facility’s licensing basis, prepares regulatory submittals, coordinates NRC interactions, and ensures compliance with 10 CFR Parts 30, 40, 70, 71, and 74.\n\nAs the Licensing Specialist, you'll work closely with operations, safety, engineering, and quality teams to ensure that facility activities remain consistent with regulatory requirements and approved licensing documents.\n\nRESPONSIBILITIES\nRegulatory Licensing & Documentation\n\n Prepare, revise, and maintain licensing basis documents such as the License Application, Integrated Safety Analysis (ISA) Summary, Safety Analysis Report (SAR), Environmental Report, and Emergency Plan.\n Develop and submit license amendment requests, exemption requests, 10 CFR 70.72 evaluations, and other NRC correspondence.\n Maintain configuration control of licensing documents and regulatory commitments.\n Track regulatory changes and assess impacts on facility programs and licensing basis.\n\nRegulatory Interface\n\n Serve as a primary interface with the NRC for inspections, audits, meetings, and Requests for Additional Information (RAIs).\n Coordinate NRC inspections, including preparation of evidence packages and support for subject‑matter experts.\n Draft and manage responses to NRC RAIs, inspection findings, and enforcement actions.\n\nCompliance & Safety Basis Support\n\n Support implementation and maintenance of the Integrated Safety Analysis (ISA) and associated controls.\n Review facility changes for compliance with the licensing basis and perform 10 CFR 70.72 change evaluations.\n Support programs related to radiation protection, criticality safety, MC&A, fire protection, and environmental compliance as they relate to licensing requirements.\n\nInternal Coordination & Training\n\n Collaborate with operations, engineering, and safety teams to ensure regulatory requirements are understood and implemented.\n Provide training and guidance on licensing basis requirements and regulatory expectations.\n Support audits, assessments, and corrective action processes related to licensing and compliance.\n\n\nQUALIFICATIONS \n\n Bachelor’s degree in engineering, nuclear engineering, chemistry, or business-related disciplines.\n 2 to 7 years of experience in nuclear regulatory compliance, NRC licensing, DOE nuclear operations, or similar regulated environments.\n Working knowledge of NRC regulations, especially 10 CFR Parts 30, 40, 70, 71, and 74.\n Strong technical writing skills and ability to produce clear, defensible regulatory documents.\n Ability to interpret complex regulations and apply them to facility operations.\n\n\nPREFERRED\n\n Master's degree is regulatory affairs or regulatory science.\n Experience with NUREG‑1520, ISA Summary development, or risk‑informed licensing.\n Prior involvement in NRC inspections or regulatory audits.\n Familiarity with nuclear safety programs such as criticality safety, MC&A, or radiation protection.\n Experience with configuration management and document control systems.\n Advanced degree or professional certification in regulatory affairs or nuclear policy.\n\n\nKEY COMPETENCIES\n\n Strong analytical and regulatory interpretation skills.\n Excellent written and verbal communication.\n High attention to detail and accuracy.\n Ability to manage multiple licensing actions simultaneously.\n Effective collaboration with multidisciplinary teams.\n\n\nJOB DETAILS\n\n On-site at the Project IKE PMO is Oak Ridge, Tennessee\n Generous compensation package to include relocation allowance.\n\n\nBENEFITS\n\n Health, Dental, and Vision insurance – with generous employer contributions\n 401(k) with employer matching and contribution amounts\n Life insurance and Short- and Long-Term Disability insurance provided by the company\n Generous Paid Time Off (PTO) and holiday schedules\n Numerous Training and Development opportunities\n and more…\n\n\nOrano Group\nPresent in the United States for 60 years, Orano USA is a leading technology and services provider to the U.S. commercial and federal markets.\n\nOrano’s activities in the U.S. include developing uranium enrichment facility in Oak Ridge, TN;
