Code Enforcement Officer

Code Enforcement Officer – City of Twin Falls As the next Code Enforcement Officer for the City of Twin Falls, you will play an important role in helping maintain a safe, clean, and well‑regulated community. This position is ideal for someone who is professional, detail‑oriented, calm under pressure, and committed to providing excellent customer service while ensuring compliance with City ordinances and regulations. In this role you will respond to code enforcement complaints, investigate potential violations, educate residents and property owners, and work toward voluntary compliance whenever possible. You will help enforce public nuisance, sanitation, zoning, sign, parking, and related ordinances while representing the City with fairness, consistency, and professionalism. Key Responsibilities Respond to code enforcement complaints and concerns from the public in person, by phone, email, and other communication methods Investigate complaints and reports involving public nuisance, sanitation, zoning, sign compliance, parking, and related City ordinances Conduct field inspections, document violations, prepare reports, and maintain accurate records of findings and enforcement actions Work with property owners, residents, businesses, and other community members to seek voluntary compliance Explain City codes, ordinances, policies, and enforcement procedures in a clear, tactful, and professional manner Respond to parking complaints and issue citations for parking offenses as authorized by Twin Falls City Code Assist with animal control calls for service, including capturing, transporting, and trapping animals as needed Administer cleanup programs associated with forced mows, including contractor coordination, recordkeeping, photographs, and tax lien documentation Administer preliminary sanctions in accordance with applicable policies, procedures, codes, and ordinances Coordinate with City legal staff, law enforcement, and other local and state agencies regarding complaints, incidents, enforcement actions, and legal proceedings Prepare and present evidence, reports, and expert witness testimony for administrative hearings or court proceedings as needed Conduct regular code and ordinance reviews and make recommendations for enforcement, amendments, and updates Provide public education and information regarding City codes, violations, compliance expectations, and enforcement processes Maintain inspection files, enforcement records, reports, correspondence, logs, documentation, computer databases, and related records Prepare oral and written reports as required Perform all work duties in accordance with City policies, procedures, and safety practices Perform related duties as assigned Compensation and Benefits $21.97 – $26.34 per hour (annual approximate $45,697–$54,787) depending on experience Full‑time, non‑exempt position Robust retirement plan with strong employer contributions Paid medical and vacation leave, plus paid holidays Comprehensive medical, dental, and vision coverage City‑paid life and disability insurance Wellness programs, additional savings, and retirement benefits Free or discounted access to City recreation amenities, including the pool, golf course, and library Qualifications Strong customer service skills and a professional, service‑oriented approach Ability to communicate clearly, tactfully, and respectfully with residents, property owners, businesses, contractors, coworkers, and outside agencies Ability to remain calm, fair, and professional in stressful, controversial, or adversarial situations Strong judgment and the ability to apply codes and ordinances impartially and consistently Ability to investigate, document, and follow through on code and ordinance violations Strong attention to detail and the ability to maintain accurate records, files, reports, and enforcement documentation Ability to work independently, manage competing priorities, and meet time‑sensitive or legal deadlines Understanding of public relations, education, conflict resolution, customer service, and code enforcement principles Knowledge of investigative methods, documentation practices, evidence preservation, chain of custody, and testimony procedures Ability to coordinate effectively with law enforcement, City legal staff, governmental offices, outside agencies, and the public Ability to operate standard office equipment, computer programs, a motor vehicle, and two‑way radio Commitment to confidentiality, impartiality, safety, and public service Required Education and Experience High school diploma or GED equivalency required Two years of experience in municipal code enforcement preferred Equivalent combinations of education, training, and directly related experience that provide the required knowledge, skills, and abilities may be considered Ability to demonstrate the knowledge, skills, and abilities necessary to successfully perform the duties of the position Valid Idaho Driver’s License or ability to obtain one This position performs work in both field and office settings. Field work is performed outdoors and may involve exposure to adverse weather conditions, potentially dangerous interactions with animals, hazardous waste, and stressful or confrontational situations. Some duties are performed in a general office environment and require computer use, record‑keeping, report writing, phone communication, and coordination with internal and external partners. This position requires the ability to communicate clearly, operate a vehicle and standard equipment, conduct inspections, document findings, maintain comprehensive records, and interact professionally with the public, coworkers, law enforcement, City legal staff, and other agencies.
