The Safety Manager is responsible for developing, implementing, monitoring, and enforcing safety policies and procedures that protect employees, the public, company assets, and project partners.
The Safety Manager is also responsible for attending Captive Insurance Risk control workshops and handling insurance claims.
This is a highly visible, field-oriented leadership position.
The Safety Manager will work closely with project managers, superintendents, foremen, equipment personnel, and field employees to build a strong safety culture while ensuring compliance with applicable OSHA, federal, state, local, owner, and project-specific safety requirements.
he successful candidate will understand the unique hazards associated with heavy civil construction, including grading and excavation, underground utilities, paving operations, concrete construction, heavy equipment, traffic control, trenching, confined spaces, and work adjacent to active roadways.
Essential Duties and Responsibilities
Safety Leadership & Culture
- Provide leadership and direction for the company's overall safety program.
- Promote a proactive safety culture focused on hazard recognition, prevention, accountability, and continuous improvement.
- Develop strong working relationships with project managers, superintendents, foremen, equipment operators, craft employees, and subcontractors.
- Maintain a regular presence on active jobsites and communicate directly with field personnel.
- Coach supervisors and employees on safe work practices and help develop practical solutions to field safety concerns.
- Reinforce the expectation that safety is an operational responsibility shared by every employee.
- Recognize positive safety performance while addressing unsafe behaviors and conditions promptly and consistently.
Jobsite Safety
- Conduct routine and unannounced safety inspections of jobsites, yards, shops, and other company facilities.
- Identify unsafe conditions, behaviors, and work practices and coordinate corrective action with field supervision.
- Evaluate project-specific hazards associated with:
- Excavation and trenching
- Underground wet and dry utilities
- Heavy equipment and mobile equipment
- Grading and earthwork
- Asphalt paving
- Concrete and structural work
- Traffic control and work-zone safety
- Confined spaces
- Lifting and rigging
- Fall protection
- Electrical hazards
- Silica and respiratory hazards
- Heat exposure and other environmental conditions
- Review Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), pre-task plans, and other project-specific safety documentation.
- Participate in project planning and preconstruction activities when significant safety risks or unusual project requirements are identified.
- Coordinate with subcontractors to ensure compliance with company and project safety requirements.
- Exercise appropriate stop-work authority when an imminent safety hazard exists.
Regulatory Compliance
- Maintain company compliance with applicable OSHA and Arizona occupational safety requirements and other federal, state, local, owner, and contractual safety requirements.
- Monitor regulatory changes and recommend updates to company policies, procedures, and training programs.
- Maintain required OSHA records, including OSHA 300, 300A, and 301 documentation.
- Coordinate regulatory inspections and serve as a company safety representative when appropriate.
- Assist management with responses to citations, regulatory inquiries, and corrective-action requirements.
- Maintain required safety documentation and records in an organized and auditable manner.
- Attend insurance risk control meetings, and loss control phone calls.
- Take lead on assisting insurance company in managing claims.
Training & Employee Development
- Develop, coordinate, and conduct safety training for employees and supervisors.
- Participate in new-hire orientation and ensure employees receive required safety training before performing assigned work.
- Coordinate or provide training in areas such as:
- OSHA requirements
- Excavation and trench safety
- Competent Person responsibilities
- Confined-space entry
- Fall protection
- Silica exposure
- Hazard communication
- Personal protective equipment
- First aid/CPR
- Heavy equipment and spotter safety
- Traffic control
- Heat illness prevention
- Assist supervisors with toolbox talks and project-specific safety meetings.
- Track employee certifications and training requirements and coordinate renewals as necessary.
- Develop supervisors' ability to recognize hazards and effectively manage safety within their crews.
Incident Management & Investigation
- Respond to significant workplace incidents, injuries, property damage, utility strikes, vehicle incidents, and near misses.
- Lead or coordinate incident investigations to determine root causes and contributing factors.
- Develop corrective actions designed to prevent recurrence rather than simply assign responsibility.
- Prepare accurate and timely incident reports.
- Identify trends across incidents, near misses, inspections, and observations.
- Communicate lessons learned to appropriate employees and management.
- Coordinate with Human Resources, Operations, insurance representatives, and other parties as necessary following an incident.
Safety Program Administration
- Develop, maintain, and periodically update the company's written safety program, policies, procedures, and field safety resources.
- Establish measurable safety goals and monitor performance against those goals.
- Maintain and analyze safety metrics, including injuries, incidents, near misses, inspection findings, training completion, and corrective actions.
- Prepare regular safety reports for executive and operations management.
- Recommend safety equipment, technology, training resources, and process improvements.
- Participate in insurance and risk-management reviews as appropriate.
- Assist with owner and general contractor prequalification questionnaires and safety documentation.
- Support project teams with project-specific safety plans and owner requirements.
Qualifications
Required
- Minimum 5 years of construction safety experience , preferably within heavy civil, highway, utility, grading, paving, or similar construction operations.
- Strong working knowledge of OSHA construction standards and recognized construction safety practices.
- Demonstrated knowledge of excavation, trenching, heavy equipment, underground utilities, traffic control, and other heavy civil construction hazards.
- Experience conducting jobsite inspections and incident investigations.
- Ability to effectively train, coach, and communicate with employees at all organizational levels.
- Strong written and verbal communication skills.
- Strong organizational and documentation skills.
- Ability to work independently and make sound decisions in field environments.
- Valid driver's license and ability to travel regularly between jobsites.
Preferred
- OSHA 30-Hour Construction certification.
- OSHA 500 or 510 training.
- CSP (Certified Safety Professional) certification.
- Competent Person training in excavation/trenching.
- First Aid/CPR/AED instructor certification.
- Experience working with ADOT, municipalities, MAG agencies, or other public works owners.
- Experience managing safety programs involving multiple concurrent heavy civil projects.
