About this agency Responsibilities This position is located in the Treasurer's Division of the Office of the Chief Financial Officer (OCFO), in the Portfolio Risk Management Group (PRMG), under the direct supervision of the Director, PRMG. The Group is responsible for: a) developing loss reserve, stress testing, and other risk management modeling; b) reporting and advising management and staff about the ongoing status of the Portfolio Review on issues relating to the Bank's portfolio exposure, credit risk and provision for loss reserves; c) administering and implementing default sanctions under the Bank's Default Policy and other related default guidance, acting as the Secretariat to the Default Committee; d) proposing and evaluating major bank policies and procedures affecting the conduct of technical bank activities and processes; and e) acting as a Secretariat at the Enterprise Risk Committee. At the full performance level, duties include, but are not limited to: Executes credit intake processing into the FMS accounting system, and works with both loan officers and monitoring officers to ensure the data is accurate in the system of record. Coordinates data validation analysis exercises; recommend and implement fixes to data inaccuracies as found in the Bank's Financial Management System (FMS). Creates, modifies, and runs reports from the data systems relating to EXIM's Data Warehouse (ERS), loan and guarantees (FMS), and insurance (EOL). Conducts financial analysis requested by senior management. This will include the use of EXIM's multi-dimensional databases to extract necessary data from the data warehouse, modeling needed scenarios, and compiling findings into a succinct format for use by senior management. Compiles and update reports distributed by the Treasurer Division on a regular basis. Prepares portfolio reports and other validation exercises that will be utilized by the Treasurer Division. Utilizes various internal databases and writes complex queries to analyze the Bank's portfolio. Furthermore, uses other computer programs to automate various reports for management in the Bank. Requirements Conditions of Employment Qualifications Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-09: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-07 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience using spreadsheet and database tools to analyze financial or portfolio data; Experience extracting and validating data from financial systems or data warehouses; and Experience interpreting financial, economic, statistical, or operational information to support reports, recommendations, or management decision. OR If you are substituting education for experience to qualify for at this level, you must have master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree. OR If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level. GS-11: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-09 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience using spreadsheet and database tools to analyze financial or portfolio data; Experience extracting and validating data from financial systems or data warehouses; Experience interpreting financial, economic, statistical, or operational information to support reports, recommendations, or management decisions; and Experience creating and modifying financial or portfolio reports by querying financial systems to support portfolio analysis and management reporting. OR If you are substituting education for experience to qualify for at this level, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree. OR If you are combining both education and experience to qualify for this level, equivalent combinations of education and experience are qualifying for this grade level.
