Project Manager 3 (PM3) – IT Project Management

The State of Michigan is seeking a Senior Project Manager (PM3) to support the Michigan Department of Treasury through the DTMB Enterprise Portfolio Management Office (EPMO). This role will support a multi-year, high-priority project and will work closely with DTMB Agency Services technical teams, agency executives, and key stakeholders to successfully deliver enterprise IT initiatives.

The ideal candidate will have extensive experience in formal IT project management, enterprise technology implementations, government environments, and multi-vendor deployments. The candidate must be comfortable working in a fast-paced environment supporting a hybrid workforce and collaborating with technical teams, business stakeholders, and leadership at all levels.

Responsibilities

• Manage and deliver complex IT projects using industry-standard project management methodologies and best practices.
• Ensure successful delivery of projects on time and within approved budgets.
• Establish, maintain, and manage:
  • Project budgets
  • Project schedules
  • Change requests
  • Risk logs
  • Issue logs
• Develop and deliver project status reports and updates to stakeholders.
• Utilize project portfolio management systems and tools, including Clarity.
• Manage project schedules using Microsoft Project (MSProject).
• Work with a variety of stakeholders, system owners, and departments.
• Oversee technical teams responsible for system architecture and integrations across SaaS solutions.
• Provide project management services for IT projects involving Commercial Off-The-Shelf (COTS) technologies.
• Manage projects involving multiple vendors within a government environment.
• Develop and maintain detailed project integration schedules.
• Apply prior development and/or senior technical project management experience to support technical initiatives.
• Support Agile practices and Scrum methodologies.
• Manage security-related project documentation, including:
  • System Security Plans (SSP)
  • Plan of Action and Milestones (POAM)
• Lead project coordination, communication, follow-ups, and stakeholder engagement activities.

Must Have Qualifications & Experience

Candidates must have the following experience:

IT Project Management Experience

• 7+ years of in-depth knowledge and experience in IT project management, including industry standards and best practices.

Project Delivery Experience

• 7+ years of proven experience delivering projects on time and within budget while working in a formal Project Manager role.

Project Controls & Reporting

• 7+ years of experience establishing and maintaining:
  • Project budgets
  • Project schedules
  • Change requests
  • Risk logs
  • Issue logs
• 7+ years of experience developing and delivering project status reports.

Project Management Tools

• 5+ years of experience using project portfolio management systems and tools (example: Clarity).
• 5+ years of advanced working knowledge of Microsoft Project (MSProject).

Stakeholder & Technical Team Management

• 5+ years of experience managing various stakeholders and system owners across different departments.
• 5+ years of experience overseeing technical teams involving:
  • System architecture
  • System integration
  • SaaS solutions

Technology Implementation Experience

• 5+ years of experience providing project management services for IT projects involving Commercial Off-The-Shelf (COTS) technologies.
• 5+ years of experience managing multi-vendor environments within a government setting.

Technical Project Management Background

• 5+ years of experience developing and maintaining detailed project integration schedules.
• 5+ years of prior Developer and/or Senior Technical Project Management experience.

Security & Agile Experience

• 5+ years of experience with:
  • Scrum Master responsibilities/certification
  • System Security Plans (SSP)
  • Plan of Action and Milestones (POAM)

Highly Desired Qualification

• Project Management Professional (PMP) Certification preferred.

Work Schedule

• Hybrid work environment.
• Candidate must work onsite 2 days per week (Tuesday and Wednesday).
• Remote work allowed 3 days per week.
• No remote-only option available.
• Candidate must be available onsite from Day 1.

Location Requirements (Strict)

• Only local Michigan candidates will be considered.
• Candidate must live within a 90-mile radius of Dimondale, MI at the time of submission.
• This requirement is non-negotiable.
• Proof of Michigan residency is required:
  • Driver’s License or State ID must be provided.
