Position Overview Human Resources Manager – Salary $110,886 - $138,481 annually ($59.23 - $73.97 hourly). Staffing is continuous with an initial application review on Monday, June 22, 2026. Definition Under the administrative direction of the City Manager, administer the City of Norco’s personnel management system including labor negotiations, employee relations, recruitment and selection, compensation and classification, benefits, training, performance evaluation, disciplinary investigations, budget, risk management, and related duties. Key Responsibilities Plans, coordinates, administers, and supervises programs and services for the city’s human resources services, including recruitment and selection, benefits administration, classification and compensation plan administration, workers’ compensation, employer-employee relations, labor negotiations, training, safety, and related functions. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures. Negotiates labor agreements with bargaining units and resolves sensitive and controversial issues while managing the responsibility for all human resources services and activities; nurtures a continuous positive working relationship with employee representation units. Administers Memorandums of Understanding (MOUs) and interacts with employee representatives and staff to interpret and explain provisions of the MOU terms within the context of applicable labor law. Researches procedures, methods and legislation relative to public employer-employee relations and negotiations. Develops policies, procedures and recommendations as appropriate to implement best practices in human resources management. Counsels and advises managers and supervisors on issues governed by the collective bargaining agreements. Coordinates and conducts the recruitment and selection process; screens applicants and lists job candidate qualifications; recommends eligible candidates for examination or interview; coordinates the oral board and participates in the interview process. Coordinates pre-employment processes for prospective new-hires; conducts employee orientation; reviews city policies, procedures, and employee benefits; conducts exit interviews. Reviews and evaluates the procedures and methods used in Human Resources for compliance with state and federal regulations. Develops, updates and administers personnel rules, regulations and relevant administrative policies for City-wide use. Researches and resolves grievances and suggests appropriate disciplinary actions. Assists departments in personnel administration through interpretation, explanation and consultation regarding provisions of laws, rules, policies and procedures. Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to personnel administration programs, policies and procedures as appropriate. Performs critical personnel analysis and recommends solutions to complex issues and problems. Coordinates City-wide training programs and related projects with outside vendors and consultants. Provides training to City staff on human resources related topics. Coordinates Risk Management for the City, reviews, evaluates, and processes claims filed against the City while working closely with claims administrators and City departments. Works closely with the third-party administrator to process claims and administers the workers’ compensation program, employment practices liability program, and the general liability program. Performs other related duties as assigned. Qualifications Desirable qualifications include: Seven years of human resources experience, including three years of management and/or supervision, and some risk management experience. Bachelor’s Degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Organizational Psychology, or equivalent field. Knowledge of applicable city, county, state and federal statutes, rules, regulations, ordinances, codes, administrative orders and other operational guidelines and directives; knowledge of personnel, employee relations, and workers’ compensation and benefit practices. Skill in assessing and prioritizing multiple tasks, projects and demands; skill in analyzing and implementing solutions to complex problems; skill in handling confidential issues and information; skill in using computer hardware, software, and peripherals. Valid California Driver’s License. Physical Requirements Work is performed in an office environment. Requires occasional standing, walking, bending and lifting up to 10 pounds. Emergency Services All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster and must complete required FEMA courses within six months of employment. Selection Process Only candidates who meet the qualifications and who are best suited for the position will proceed. Meeting the minimum qualifications does not guarantee an invitation. Final appointments may be subject to a selection interview and additional conditional steps. A conditional employment offer requires a successful drug and alcohol screening. Background Check All employment offers are conditional on the successful completion of a background investigation, physical and drug and alcohol screening at city expense conducted by a designated physician. Reference checks will include verification from current and past employers, fingerprinting and DOJ criminal background check, and confirmation of necessary licenses, certificates or degrees.
