Director of Federal Programs and Grants

Crete Public Schools is seeking applicants for a Director of Federal Programs and Grants. Benefits include paid health insurance, long term disability insurance, and personal and sick leave. This position is open until filled. 

Summary

The Federal Programs and Grants Director shall provide leadership and overall implementation of all Federal, public, and private grant programs .  The Federal Programs and Grants Director is responsible for planning, organizing, directing, evaluating, and reporting required in all federal and grant funded projects contained in the ESSA and various other federal  private, and public grants and applications. The position is designed to support and enhance the educational process in grades PK-12. 

Preferred Requirements 

• Bachelor’s degree in Education, Educational Administration, Public Administration, Business, or related field (Master’s preferred)

• Experience in PK-12 public or private education or higher education

Essential Responsibilities

Grant Acquisition & Compliance

• Ensures the timely completion, submission, and compliance of all federal programs and federal, public, and private grants, including ESSA (Titles I, II, III, IV), IDEA, School Nutrition Program, 21st Century Learning Centers, McKinney-Vento, Adult Education, and Career and Technical Education (Perkins and ReVision)., etc.

• Identifies new funding opportunities across federal, public, and private sectors that align with district needs; drafts grant narratives, develops program descriptions, and establishes program budgets.

• Maintains current knowledge of all guidelines, legal requirements, and procedures for submitting and managing federal programs and all grant awards by attending required training institutes.

Fiscal Management & Reporting

• Monitors and tracks expenditures across all federal programs and grant-funded projects (federal, public, and private) to ensure strict fiscal accuracy and regulatory compliance.

• Prepares and submits comprehensive documentation for all funding sources, including monthly and annual budget reports, final expenditure reports and reimbursement requests,, and time-and-effort logs.

• Serves as the district authority on allowable expenses, resolving all questions regarding “supplement, not supplant” compliance for federal funds and specific funder restrictions for public and private grants.

• Coordinates the fiscal management of all federal programs and grant awards in direct collaboration with Teaching and Learning and Business and Financial Services.

• Calculates, coordinates, and manages proportional funding allocations to private and nonpublic schools as mandated by applicable federal programs and state/public grants.

Program Implementation & District Alignment

• Ensures all federal program goals and grant objectives (federal, public, and private) meet statutory and funder guidelines while directly aligning with the academic needs of students.

• Assists in the planning, execution, and evaluation of district-wide school improvement plans, providing specialized expertise on best practices for supporting low-performing schools through federal programs and supplementary grants.

• Drives the continuous improvement of federal programs and grant-funded initiatives by developing targeted professional learning opportunities and establishing effective communication channels for staff.

• Develops and implements a policy review schedule to ensure federal program and grant eligibility.

Leadership and Community

• Actively participate in the CPS District Leadership Team

• Serve as a positive member of the community in a way that does not negatively affect the District’s reputation or image in the community.

• Refrain from engaging in conduct that interferes with the operations of the District, including the education of students. 

• Develop and maintain a positive and professional working relationship with other staff and administration.

• Adhere to all District policies, rules, regulations, and supervisory directives.

• Maintain confidentiality of information concerning staff, students, and parents in accordance with law and District rules.

• Adhere to the code of ethics of the District and the Nebraska Department of Education (NDE Rule 27).
