Duties As an Air Force hydrologist, oversees the planning and implementation of environmental engineering policies and programs related to hydrology that are directly or indirectly concerned with public safety, welfare, and protection of natural resources Air Force wide. Individually or as committee chair, evaluates the technical and scientific requirements of proposals. Develops performance standards and formulates hydrology evaluation criteria including quality control measures to be included as integral parts of contractual agreements and/or awards. Represents AFCEC in contract activities which directly impact the Government's interest. Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. OR Combination of education and experience course work as shown in A above, plus appropriate experience or additional education. Evaluation of Experience: Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems. The following is illustrative of acceptable experience: field or laboratory work that would require application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to making observations, taking samples, operating instruments, assembling data from source materials, analyzing and interpreting data, and reporting findings orally and in writing. In some cases, professional scientific experience that is not clearly water resource experience may be acceptable if such experience was preceded by appropriate education in hydrology or by professional hydrology experience. Applicants with related experience in hydrology gained through earlier Federal Government employment might have gained that experience in one or more occupational series. Such series include Soil Conservation, GS-457; Forestry, GS-460; Soil Science, GS-470; Civil Engineering, GS-810; Chemistry, GS-1320; Meteorology, GS-1340; and Geology, GS-1350. Comparable non-Federal experience may be given similar credit. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE
Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience must include technical expertise in designing and optimizing remediation strategies for complex sites-particularly those impacted by emerging contaminants like PFAS-combined with the project management capability to oversee external technical contractors, and the professional authority to represent the organization at national regulatory, interagency, and industry environmental forums. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) Expert knowledge of hydro-geological and hydrology concepts, principles, practices, and procedures, laws, regulations and current legislative issues including DoD environmental restoration, hydro-geology Conceptual Site Model (CSM) development and interpretation, Knowledge of complex groundwater flow systems and contaminant transport, construction and interpretation of complex geologic systems and related potentiometric surfaces, geophysical data, geochemistry data applied to the behavior of contaminants in the subsurface, optimization methods to reduce redundancy in monitoring well networks and sampling frequency, remediation technologies and evaluation of alternatives, and analysis of natural and anthropogenic background levels with respect to establishing cleanup levels and applied remedial actions, and hydro-geological and hydrology problems requiring investigation of environmental conditions pertaining to pollution prevention, compliance, and integration. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention, and/or integration principles and practices; and health, safety, and security practices. Skill in written and oral communications to write and disseminate technical guidance, standards and criteria, letters, bulletins, etc., conduct briefings, present issues and recommendations; and teach technical courses. Ability to develop long-range plans plus develop a budget for resources to enact these plans. Ability to integrate an interdisciplinary team of professionals to include but not limited to attorneys, public health specialists, environmental scientists and engineers, regulators, and other government officials, and community groups.PART-TIME OR UNPAID EXPERIENCE
