CHIEF Administrative Officer

Responsibilities Serves as the Administrative Officer for the 500th Military Intelligence Brigade, Office of the S1. Acts as the primary technical advisor to the Senior Civilian Advisor and Brigade Commander on all issues involving civilian human resources management. Reviews administrative and operational actions prepared to ascertain capability with DoD, Army and the US Army Intelligence and Security Command (INSCOM). Manages the Department of the Army (DAC) civilians IAW established policies and procedures under the Defense Civilian Intelligence Personnel Management System (DCIPS). Establishes organizational-specific methods and strategies designed to capture and manage fluctuation of assignments as dictated by mission needs and requirements. Manages the INSCOM Civilian Employee Drug Testing Program for the 500th Military Intelligence Brigade-Theater (MIB-T). Conducts mandatory training for supervisors and managers and the 500th MIB-T civilian population. Manages/works from multiple TDAs to include the realignment of positions in order to track, report and manage assigned strength. Manages the Civilian Employees Incentive Awards Program for the 500th MIB-T. Reviews, updates automated records and reports to reflect command personnel, distribution, status of outstanding personnel actions and staffing trends to support key management personnel in decision making. Requirements Conditions of employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis. Must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). Temporary Duty Travel (TDY) may be required 25% or less of the time All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. To qualify based on your experience, your resume must describe at least one (1) year of experience equivalent to at least the GG/GS-12 level which prepared you to do the work in this job. Specialized experience is defined as: Managing and directing Civilian Personnel/Human Resources support functions such as strength and manpower utilization, organizational structure, incentive awards, civilian training opportunities, and/or civilian employee benefits/entitlements. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-12). Additional information This position requires a 2 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
